The position requires providing technical advice and assistance to supervisors and institutional human resource personnel regarding available flexibilities, incentives, and best practices. Additionally, the specialist will assist interested candidates with inquiries related to the application process, qualifications, current vacancies, benefits, pay, and leave schedules. It is crucial to note that, alongside these responsibilities, the incumbent is charged with maintaining the security of the institution, which is a primary duty that takes precedence over other responsibilities. The position is permanent and full-time, with a salary range of $74,361.00 to $96,666.00, depending on qualifications and experience. The job is open to various applicants, including current and former federal employees, military spouses, and veterans, reflecting the agency's commitment to diversity and inclusion in the workplace. The successful candidate will be expected to complete a series of assessments and training, including a Core Value Assessment and a three-week training course at Glynco, Georgia, to ensure they are well-prepared for the responsibilities of the role.

Responsibilities

  • Develop recruitment strategies in coordination with management to fill vacancies at field locations nationwide.
  • Assist in the direction, development, and administration of nationwide recruiting and referral programs for the BOP.
  • Provide technical advice and assistance to supervisors and institutional HR personnel regarding available flexibilities, incentives, and best practices.
  • Assist interested candidates with questions related to the application process, qualifications, current vacancies, benefits, pay, and leave schedules.
  • Maintain the security of the institution as a primary responsibility.

Requirements

  • U.S. Citizenship is required.
  • Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.
  • At least one year of specialized experience equivalent in difficulty and complexity to the next lower grade level in the normal line of progression for the occupation.
  • Experience with advising candidates on application and hiring practices, incentives, and background and security requirements for federal employment.
  • Knowledge of the laws, regulations, principles, and practices of various federal personnel programs such as staffing and hiring, benefits, and incentives.
  • Experience in providing training and guidance on recruitment or HR policies for Executive Staff, HR Managers, HR Specialists, etc.
  • Skill in analyzing statistical data utilized in the development and implementation of recruitment and hiring strategies.
