About the position

As a Human Resources Specialist focusing on Reorganization and Strategic Position Management, you will play a critical role in the Department of Housing and Urban Development (HUD). This position is situated within the Office of the Chief Human Capital Officer and is responsible for executing comprehensive reorganization efforts, realignment initiatives, and organizational design assessments. You will be tasked with advising on reshaping efforts, including the Voluntary Early Retirement Authority (VERA) and Voluntary Separation Incentive Pay (VSIP), from a position management perspective. Your expertise will be essential in reviewing classified position descriptions (PDs), writing assessments and evaluation reports, and preparing Personnel Impact Statements (PISs). In this role, you will serve as an agency-wide technical expert on position management, reorganizations, and position classification policies. You will respond to Human Resources program issues that could significantly impact HUD's mission, including Office of Personnel Management (OPM) classification decisions or appeals that overlap with Equal Employment Opportunity (EEO) or Labor Relations areas. Collaboration with the Human Capital Services (HCS) Director and other offices within the Office of Chief Human Capital Officer will be crucial as you contribute to the development of the Position Management and Reorganization Program. Your recommendations will have the potential to influence policy changes that can transform the operational practices of the OCHCO and Program Offices (POs).

Responsibilities

  • Carry out full-scale major reorganization efforts and realignment initiatives.
  • Conduct organizational design assessments and position management evaluations.
  • Advise on reshaping efforts, including VERA and VSIP, from a position management perspective.
  • Review classified position descriptions (PDs) and write assessments and evaluation reports.
  • Prepare Personnel Impact Statements (PISs) for organizational changes.
  • Serve as a technical expert on position management and classification policies.
  • Respond to HR program issues with potential serious impacts on HUD's mission.
  • Collaborate with the HCS Director and other OCHCO offices to build the Position Management and Reorganization Program.
  • Make significant policy recommendations that can change operational practices within HUD.

Requirements

  • Must be a U.S. Citizen or U.S. National.
  • One year of specialized experience equivalent to the GS-12 level in the Federal service.
  • Experience in consulting and assisting managers on classification and position reorganization initiatives.
  • Technical advice based on interpretation of laws and principles related to classification and position management.
  • Experience applying HR regulations and processes related to position descriptions for General Schedule (GS) employees.
  • Participation in or leading classification-related project teams.
