About the position

The Human Resources Specialist (Talent Acquisition) at the Architect of the Capitol (AOC) is responsible for attracting and hiring top talent while executing the AOC's talent acquisition strategy to fill mission-critical positions. This role requires a results-driven individual who can utilize creativity, relationship-building, and excellent customer service skills to effectively manage the recruitment process and collaborate with hiring managers across the organization.

Responsibilities

  • Partner with hiring managers and HR liaisons to understand current and anticipated future hiring needs and proactively identify strategic recruiting solutions.
  • Manage the full cycle recruitment process for positions in assigned business units.
  • Engage in tactical and strategic sourcing to attract, identify, and place top talent.
  • Develop and execute innovative recruiting and sourcing strategies, including the use of social media, web searches, referrals, and industry-specific sources.
  • Screen applications for minimum qualifications and completeness.
  • Review and evaluate candidate qualifications, determine eligibility, and identify the best qualified candidates.
  • Facilitate delivery of an exceptional customer and applicant experience.
  • Provide accurate, thorough, and responsive customer service.
  • Provide guidance on merit system principles, prohibited personnel practices, and the development and use of valid selection criteria.
  • Work with hiring managers to develop recruitment products including job analyses, applicant assessments, and job opportunity announcements.
  • Make conditional and final offers to selected applicants and perform tasks such as processing E-VERIFY and executing eOPF requests.
  • Participate in career fairs and other events designed to attract qualified candidates.
  • Represent the AOC in outreach and recruitment activities and in AOC special events.
  • Make presentations and provide training on the selection process and relevant subjects such as how to apply, resume writing, or how to conduct interviews.
  • Set and negotiate pay for employees in the General Schedule and Federal Wage Systems.
  • Prepare SF-52s and all documentation related to entrance-on-duty.

Requirements

  • Demonstrated ability and effectiveness in tactical and strategic sourcing to attract and identify highly qualified candidates.
  • Experience in analyzing recruitment needs and formulating effective and innovative recruitment strategies.
  • Demonstrated experience in building relationships and providing responsive, detail-oriented customer service.
  • Knowledge and ability to use human resources information systems, including applicant tracking and talent acquisition systems.
  • Experience applying a wide variety of relevant employment laws and/or Office of Personnel Management (OPM) regulations.

Nice-to-haves

  • Bachelor's degree preferred.
  • Experience developing assessment tools and vacancy announcements for a variety of positions.
