About the position

The Human Resources Specialist (Workforce Programs) will be responsible for administering, planning, developing, and executing a comprehensive range of duties related to Employee Benefits, Workforce Development, Performance Management, and Leave Administration at the Portsmouth Naval Shipyard. This role involves analyzing and interpreting injury compensation standards, advising on command policies, and monitoring the DOD Performance Management Appraisal Program (DPMAP). The position also includes administering the Leave Administration Program and reporting on work progress and team findings.

Responsibilities

• Administer and plan Employee Benefits programs.
• Develop and execute Workforce Development initiatives.
• Manage Performance Management processes and policies.
• Administer the Leave Administration Program according to regulations.
• Analyze and interpret injury compensation standards.
• Provide advice and counsel on command policies and programs.
• Monitor and report on the DOD Performance Management Appraisal Program (DPMAP).
• Convey team findings and recommendations to the Supervisor.

Requirements

• Must be a US Citizen.
• Must be determined suitable for federal employment.
• Must participate in the direct deposit pay program.
• Must successfully pass the E-Verify employment verification check.
• At least one year of specialized experience equivalent to the GS-11 grade level in federal service or equivalent experience in the private or public sector.
• Extensive knowledge of the Employee Compensation Act (FECA) and related regulations.
• Knowledge of Performance Management using CFR and OPM guidelines.
• Experience in Workforce Development and related training organizations.
• Knowledge of Family Medical Leave Act (FMLA) and related leave programs.
• Ability to gather, analyze, and interpret information for decision-making.
• Strong written and oral communication skills.
