About the position

The Human Resources Specialist (Workforce Programs) will serve in the USFF HR Services Branch at the Portsmouth Naval Shipyard, responsible for administering and developing various workforce programs including Employee Benefits, Workforce Development, Performance Management, and Leave Administration. This role involves analyzing injury compensation standards, advising on command policies, and monitoring the DOD Performance Management Appraisal Program.

Responsibilities

  • Administer and develop Employee Benefits programs.
  • Plan and implement Workforce Development initiatives.
  • Manage Performance Management processes and compliance.
  • Oversee Leave Administration in accordance with regulations.
  • Analyze and interpret injury compensation standards.
  • Provide advice and counsel on command policies and programs.
  • Monitor and report on the DOD Performance Management Appraisal Program.

Requirements

  • At least one year of specialized experience at or equivalent to the GS-11 grade level in Federal service or equivalent experience in the private/public sector.
  • Extensive knowledge of the Employee Compensation Act (FECA) and its application.
  • Knowledge of Performance Management using CFR and OPM guidelines.
  • Experience in Workforce Development and related training organizations.
  • Familiarity with Family Medical Leave Act (FMLA) and related leave programs.
  • Ability to gather, analyze, and interpret information for decision-making.
  • Strong written and oral communication skills for presenting research and findings.
