About the position

This position serves as a Human Resources Specialist for the Joint Activities located in Fort Liberty, North Carolina. Fort Liberty is co-located with Fayetteville, North Carolina, a culturally diverse city. This is a TERM NTE 3 years position, meaning it cannot be made permanent. The role involves serving as an HR advisor and providing principal assistance on a full range of civilian HR personnel matters and functions, including performance management, civilian awards, and various administrative duties and responsibilities. The specialist will provide seasoned advisory services involving the full range of Civilian Human Resources Management (CHRM) functional specialties. The HR Specialist will advise management on complex HR tasks, which include Foreign Travel Entitlements, Permanent Change of Station, Leave and Overtime, Incentives, and other pay-related items. The role requires researching and interpreting policies, regulations, laws, and manpower documents, as well as conducting analyses of issues and problems concerning internal missions, functions, organizational alignments, and manpower resource programming. The specialist will attend meetings with or without managers and supervisors to serve as a Civilian Human Resource expert in all areas of civilian human resource requirements. Additionally, the HR Specialist will prepare and conduct briefings and training at all echelons of the organization, performing liaison functions with various organizations such as HQDA, CHRA, DoD, OPM, HR Serving Centers, and SOCOM Headquarters and its subordinated organizations. Customer service support to the organization on all aspects of human resources is also a key responsibility of this position.

Requirements

  • Specialized Experience GS-11: One year of specialized experience providing assistance on a wide range of Civilian Human Resources functional specialties, including policy development, customer service, strategic planning, awards, and employee benefits.
  • Specialized Experience GS-12: One year of specialized experience providing technical assistance on a wide range of Civilian Human Resources functional specialties, including policy development, strategic planning, compensation, performance management, incentives, employee benefits, awards, inspections and audits, and customer support.
  • Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.
  • Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.
