About the position

The F-35 Joint Program Office (F-35 JPO) is seeking a Human Resources Specialist to provide Administrative and Operational Contractor Support Services (CSS) throughout the full acquisition lifecycle of the F-35 Program. This role is critical in supporting the prediction of future upgrade costs of emergent technologies, ensuring that the program is effectively managed from development through production and sustainment to ultimate disposal. The position is based at the F-35 Joint Program Office located at 200 12th Street South, Arlington, VA, where contractor personnel will provide on-site support approximately 80% of the time. The role requires collaboration with various government sites, including those in Arlington, Virginia, and other locations such as Fort Worth, Texas, and Wright Patterson Air Force Base, Ohio. The Human Resources Specialist will be responsible for assisting the F-35 JPO in providing integrated logistics support for personnel and manpower management activities. This includes managing staffing requirements from U.S. stakeholder services, such as the USAF, USMC, and USN, for civilian and military billets. The specialist will draft and implement a formalized resource management process to provide data on F-35 personnel requirements and create a review and approval structure. Continuous analysis of resource requirements will be essential to support the F-35 JPO effectively. In addition, the specialist will manage F-35 civilian and military manpower management programs, review and analyze manpower plans, and make recommendations for efficient utilization of personnel resources. The role also involves drafting, updating, and maintaining administrative policies and procedures within the program office, ensuring compliance with manpower objectives and controls. The position requires a proactive individual with superior communication skills, capable of briefing project status, associated risks, and proposed solutions succinctly.

Responsibilities

  • Assist the F-35 JPO in providing integrated logistics support for personnel and manpower management activities related to the F-35 program.
  • Manage staffing requirements from U.S. stakeholder services for civilian and military billets located at the JPO and field sites.
  • Draft and implement a formalized resource management process to provide data on F-35 personnel requirements and create a review and approval structure.
  • Perform continuous analysis of resource requirements necessary to support the F-35 JPO.
  • Manage F-35 civilian and military manpower management programs.
  • Review and analyze manpower plans to make recommendations on efficient utilization of personnel resources.
  • Draft, update, and maintain administrative policies and procedures within the program office.
  • Review and recommend approaches to support efficient utilization of personnel resources, funding, retention, replacement, and training of acquisition professionals.

Requirements

  • Bachelor's degree or higher from an accredited institution.
  • Secret Clearance (Required), TS/SCI Clearance (Preferred).
  • Minimum of three (3) years experience in Federal human resources and/or manpower positions.
  • Familiarity with federal HR and manpower regulations.
  • Experience in the coordination and development of FMS manpower requirements packages.
  • Experience in developing and managing formal task management processes and toolsets.
  • Self-initiative and ability to work independently.
  • Superior oral and written communication skills.
  • Proficiency in Microsoft Office Products, including advanced formulations and reporting techniques.
  • Experience in Microsoft SharePoint, including advanced development of process and task relationships.
