About the position

The Cosumnes Community Services District is seeking to establish an eligibility list for the classification of Human Resources Specialist. This position is crucial for supporting District-wide human resources operations, which encompass a variety of tasks including recruitment and selection, benefits administration, HRIS management, payroll processing, training coordination, record maintenance, and providing assistance to managers and supervisors regarding the interpretation and application of District policies, procedures, and Memorandums of Understanding. The incumbent will be responsible for responding to inquiries from the public, District employees, and outside agencies, as well as assisting with various special projects. Under general supervision, the Human Resources Specialist will engage in all aspects of the recruitment and hiring process, which includes developing and posting job announcements, reviewing applications, administering selection tools, conducting interviews, and maintaining eligibility lists. The role also involves providing new employee orientation, managing benefits administration, and ensuring compliance with various leave policies such as FMLA and workers' compensation. Additionally, the specialist will conduct payroll-related tasks, maintain confidentiality of sensitive information, and provide professional service to both CSD personnel and the public. The salary range for this position is between $29.33 and $41.98 per hour, with new employees typically starting at step 1 of the salary range. Higher starting salaries may be considered based on experience, education, or unique skills. The position requires a commitment to maintaining high standards of service and confidentiality while supporting the District's mission to enhance the quality of life for the community it serves.

Responsibilities

  • Assist managers and supervisors with interpretation and routine application of District policies, procedures, and appropriate Memorandum of Understanding.
  • Respond to requests for documentation related to human resources and risk management activities.
  • Work with hiring authorities to perform all aspects of the recruitment and hiring process, including developing and posting job announcements, reviewing and screening applications, and conducting interviews.
  • Provide new employee orientation and respond to employee questions regarding benefits and District policies and procedures.
  • Perform all aspects of benefit administration, including enrollment and responding to questions regarding employee benefit actions.
  • Assist in the administration of leaves, including FMLA, CFRA, and workers' compensation.
  • Coordinate and plan human resources training and events, including health fairs and training sessions.
  • Conduct payroll work associated with the maintenance of payroll records and files, and assist in the preparation of monthly payroll.
  • Maintain confidentiality of employee information and ensure accurate record-keeping using databases and specialized software programs.
  • Provide courteous and professional service to CSD personnel and the public.

Requirements
