About the position

The Human Resources Specialist position at the State of Idaho is a Limited Service role focused on managing sustainment activities for the Luma system, which supports various state agencies. The specialist will serve as a subject matter expert, ensuring that human resources processes and workflows are effectively integrated and functioning properly within the Luma system. This role involves collaboration with functional leads and system vendors to enhance HR operations and compliance with regulations.

Responsibilities

  • Manage sustainment activities for the Luma system across all agencies.
  • Develop expertise in the Luma HR functional area.
  • Work with functional leads and system vendors to ensure proper business processes and workflows.
  • Document complex workflows and identify gaps between requirements and technology.
  • Establish and maintain relationships with functional policy owners to ensure compliance with laws and regulations.
  • Assist in continuous improvement of supporting systems.
  • Employ knowledge of Luma Finance, Procurement, Budget, Payroll, and HCM modules for integration.
  • Coordinate with Luma staff to address cross-functional needs.
  • Provide system corrections and monitor system management activities in Luma.
  • Maintain procedure manuals for compliance with regulations.
  • Respond to stakeholder inquiries in a timely manner.
  • Attend meetings to keep Luma staff updated on activities.
  • Assist with daily tasks in the human resource system.
  • Advise leadership on Luma HCM, Payroll, and Workforce Management modules.

Requirements

  • Good knowledge of Human Resources principles and practices.
  • Experience in developing and preparing HR documents.
  • Proficient in using computer systems for HR data analysis and reporting.
  • Experience in analyzing HR activities and recommending management actions.
  • Experience in developing, monitoring, evaluating, and reporting HR activities.
  • Ability to interpret laws, regulations, and policies and advise on their requirements.
  • Experience in troubleshooting automated system changes and documenting business processes.
