About the position

The Human Resources Specialist will serve in the Human Resources and Manpower Office of the Bureau of Naval Personnel, providing expert advice on civilian position management, staffing, and personnel programs. The role involves developing solutions for complex HR issues, ensuring compliance with regulations, and planning long-range HR programs.

Responsibilities

  • Provide advice to management on civilian position management and staffing.
  • Develop solutions and recommendations for program improvement.
  • Apply laws, regulations, executive orders, and court decisions related to civilian HR management.
  • Analyze and identify civilian HR-related issues and recommend corrective actions.
  • Ensure compliance with applicable regulations, laws, and policies pertaining to civilian HR.
  • Plan and develop long-range civilian HR programs and plans.
  • Monitor implementation and administration of civilian HR programs to ensure compliance.
  • Compile statistical and narrative data to evaluate programs and recommend improvements.

Requirements

  • At least one year of specialized experience at or equivalent to the GS-12 grade level in Federal service or equivalent experience in the private or public sector.
  • Providing authoritative interpretation and instructions on Federal civilian human resources laws, regulations, policies, and procedures.
  • Leading Federal civilian human resources team members on special projects or comprehensive studies.
  • Recommending changes to established civilian human resources procedures and practices.
  • Serving as staff action officer and providing administrative oversight for special programs.
