About the position

The Human Resources Specialist position at the Department of Defense involves providing advisory services in various HR functional areas, including staffing, classification, benefits, and employee relations. This role is critical in supporting the recruitment and placement of employees, managing position classifications, and advising on federal benefits programs. The position is available at entry grades of GS-07 or GS-09, with a full performance level of GS-11, and is based in Indianapolis, IN. Telework is available as determined by agency policy, and occasional travel may be required.

Responsibilities

  • Provides advisory services to customers regarding HR functional areas.
  • Advises managers on recruitment options and strategies.
  • Conducts job analysis to develop effective selection tools for specific positions.
  • Performs position audits and writes position descriptions and evaluation statements.
  • Advises management on federal benefits programs including health, life, retirement, and Workers' Compensation.
  • Assesses training needs and participates in the design and delivery of employee training initiatives.
  • Counsels managers on employee relations, labor relations, and performance management.
  • Ensures efficient use of HR Information systems and supports data management.

Requirements

  • Must be a U.S. Citizen or National.
  • Must be registered for Selective Service (males born after 12-31-1959).
  • Must have served 3 months after last competitive appointment in the Federal service.
  • For GS-07: One year of specialized experience equivalent to GS-05 level.
  • For GS-09: One year of specialized experience equivalent to GS-07 level.
  • Time-in-grade requirements must be met for current or former federal employees.

Nice-to-haves

  • Graduate level education may substitute for specialized experience for GS-07 and GS-09 levels.
