VTG is seeking a Human Resources Specialist to provide comprehensive support to the PEO IWS Corporate Operations Directorate in various critical areas including Human Resources, Security, and Facility Management. The role involves assisting the government with the implementation and maintenance of a human resources information system, which is essential for controlling all Program Office human resources documentation. The specialist will play a key role in developing and updating the PEO IWS master staffing plan and organizational charts, ensuring that newly assigned or hired personnel receive thorough 'Welcome Aboard' packages that include vital government benefits information and organizational charts. Additionally, the specialist will facilitate 'Check Out' processes for personnel leaving the PEO IWS organization, ensuring a smooth transition for all employees. The responsibilities extend to the establishment and maintenance of a Position Description library, job crediting plans, and vacancy announcement flyers, with input from the government. The specialist will assist with personnel requisitions and hiring actions, monitoring the frequency and completion of personnel actions, and maintaining manpower documentation to reflect the planning and completion of hiring actions in accordance with Navy Total Force Manpower Policies and Procedures (OPNAVINST 1000.16L). Furthermore, the role includes analyzing the demographics and rates of change within PEO IWS human resources, as well as supporting various program administrative duties for special projects such as Base Realignment and Closure (BRAC) and Organizational/Human Capital Optimization. The Human Resources Specialist will also assist in implementing the PEO IWS Government Human Capital Strategy plans, coordinating with the Workforce Administration Management Organization, and recommending steps for continuous improvement of the Organization/Optimization process. This includes distributing and analyzing data from surveys and collecting data specific to individual PEO IWS program offices for a corporate view. The specialist will be responsible for processing, tracking, and distributing Requests for Personnel Actions (RPAs), awards, appraisal submissions, recruitment actions, and monitoring the Civilian Award Budget. Additionally, the role involves tracking and reporting on Defense Acquisition Workforce Improvement Act (DAWIA) certifications, training metrics, and Acquisition Personnel demographics, ensuring compliance with necessary certifications and training requirements. The position requires a proactive approach to analyzing, tracking, and reporting on various civilian human resource metrics, including recruitment, training, awards, leave availability, promotions, and diversity programs. The specialist will also track milestones related to Individual Leadership Development Plans (ILDP), performance appraisals, and training milestones, ensuring alignment with OPM career path recommendations. The role includes tracking ERP workflow activities, time cards, and personnel demographics, as well as identifying Subject Matter Experts within Program Offices. The specialist will assist in managing military and civilian billets, developing military award nomination packages, and supporting the Military Command Pay/Personnel Administrative Support System (PASS) Coordinator to ensure all aspects of pay and personnel support are accomplished efficiently.
