About the position

The Human Resources Specialist position in the Department of Transportation focuses on workforce planning and succession planning. The role involves advising senior staff on strategic planning and workforce development, leading efforts to analyze workforce skills needs, and developing the Department's Human Capital Operating Plan. The specialist will collaborate with various stakeholders to ensure effective human capital management aligned with the agency's strategic goals.

Responsibilities

  • Advise senior staff on strategic planning, workforce development, policy, and succession planning.
  • Conduct analysis of skills needs and employment data to identify skills gaps.
  • Develop and update the Department's Human Capital Operating Plan (HCOP) annually.
  • Lead the Human Capital Planning Committee with representatives from all Operating Administrations.
  • Engage the Committee on human capital efforts, surveys, and other data that supports human capital management.
  • Represent the Department in meetings with other agencies and external groups regarding workforce planning and competency assessments.
  • Serve as the Contract Officer's Representative (COR) on contracts supporting human capital activities.
  • Collaborate with senior leadership to develop a strategic approach to meet workforce needs.
  • Develop marketing tools to increase awareness of workforce planning value.
  • Analyze human talent and competencies in the workforce and develop recruiting strategies.

Requirements

  • Must be a U.S. Citizen and eligible for consideration.
  • At least one year of experience equivalent to GS-13 level in evaluating human capital management programs using qualitative and quantitative analysis methods.
  • Experience developing strategic workforce plans at the agency level and providing guidance on technical areas.

Nice-to-haves

  • Knowledge of HR concepts, principles, and practices related to workload projections and competency gaps.
  • Strong written and oral communication skills.
