About the position

The Human Resources Specialist serves as a technical advisor for the Intelligence and Security Command (INSCOM) in the management and administration of all aspects of the INSCOM Military and Civilian Honorary Awards programs. This role requires in-depth knowledge of Army and Civilian Honorary awards and applicable Army regulations. The specialist will be responsible for planning and coordinating the formulation of INSCOM policies and procedures for the Military Awards Program and the INSCOM Command Awards Program. Additionally, the specialist will manage the INSCOM Military and Civilian Honorary Awards programs, ensuring that all recommendations for awards are reviewed and processed according to technical sufficiency. The position involves preparing all documentation associated with approved awards and providing policy guidance to INSCOM units in managing their programs. The specialist will also review and study proposed revisions to basic regulations governing these programs, maintain statistical data, manage databases, and utilize HR automated tools and systems. Furthermore, the role includes authenticating all military permanent orders in accordance with Army Regulations, composing letters of commendation/appreciation and condolence for command group release, and establishing liaison with U.S. Army Human Resources Command to reconcile issues and resolve problems. The specialist will inform the INSCOM chain of command and other staff proponents about military and civilian honorary awards programs, policies, and procedures.

Responsibilities

Requirements

  • U.S. citizen with a Department of Defense Top Secret/SCI clearance with T5.
  • Bachelor's Degree or 5 years of commensurate experience.
  • Three years of experience supporting high-OPTEMPO, multifaceted organizations.
  • Excellent proofreading and attention to detail skills.
  • Database entry abilities for updating existing databases.
  • Ability to interpret regulatory guidance.
  • Proficient in customer service skills, responding to inquiries from subordinates and command groups.
  • Excellent communication skills.
  • Proficient keyboarding skills.
  • Strong knowledge of Microsoft Office 13 products and a broad range of Microsoft Office programs.
  • Knowledge of office machines for printing, scanning, and faxing documents.
