About the position

The Human Resources Specialist position is part of the Office of the Chief Human Capital Officer (OCHCO) within the U.S. Nuclear Regulatory Commission. This role primarily supports a regional office and involves providing human resources advisory and consultation services to employees, supervisors, and managers. The specialist will apply comprehensive knowledge of various human resources functional areas, including staffing, position management, labor relations, and benefits administration, to assist management and employees effectively.

Responsibilities

  • Conduct position evaluations and determine recruitment strategies.
  • Post vacancy announcements and review applications.
  • Conduct qualifications analysis for applicants.
  • Utilize human resources information systems to perform work and prepare reports.
  • Advise and counsel employees and managers on employee benefits, including retirement.
  • Provide advisory services and guidance to managers in human capital program areas.
  • Prepare written correspondence in response to various requests.

Requirements

  • At least one year of specialized experience at the next lower grade level in the Federal service or equivalent experience in the private or public sector.
  • Specialized experience must demonstrate knowledge, skills, and abilities in human resources work.
  • For GG-11: One year of specialized experience at the GG-9 level or equivalent, or a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education.
  • For GG-12: One year of specialized experience at the GG-11 level or equivalent, including experience in staffing and placement, position classification, or employee relations.
  • For GG-13: One year of specialized experience at the GG-12 level or equivalent, demonstrating expert knowledge of Federal human resources regulations.

Nice-to-haves

  • Experience in conducting independent human resources advisory services.
  • Ability to communicate technical human resources issues clearly and concisely.
  • Experience utilizing automated hiring systems and assessment tools.
