About the position

The Human Resources Specialist position involves providing advisory services in various HR functional areas, including recruitment, classification, benefits, employee relations, and HR information systems. The role requires resolving complex HR issues and advising management on effective HR strategies and practices. This position is developmental, allowing for growth from GS-07 or GS-09 to GS-11 levels based on performance and qualifications.

Responsibilities

  • Provides advisory services to customers on HR functional areas including staffing, classification, and benefits.
  • Advises managers on recruitment options and strategies, including examining, selecting, and placing employees.
  • Performs position audits and writes position descriptions and evaluation statements.
  • Advises management on federal benefits programs, including health, life, retirement, and Workers' Compensation.
  • Assesses training needs and participates in the design and delivery of employee training initiatives.
  • Counsels managers on employee relations, labor relations, and performance management.
  • Ensures efficient use of HR Information systems and supports data management.

Requirements

  • Must be a U.S. Citizen or National.
  • Must have a valid Secret Clearance license.
  • One year of specialized experience equivalent to the next lower grade in federal service.
  • Education may substitute for experience under certain conditions.
