About the position

The Human Resources Specialist position at the Department of Veterans Affairs focuses on overseeing the recruitment, development, and retention of senior executives committed to serving Veterans and their families. The role involves managing training programs, developing policies, and providing guidance on HR functions within the organization.

Responsibilities

  • Oversee quarterly SES orientation program and HR liaison training.
  • Conduct training for stakeholders regarding newly implemented transformational policies.
  • Attend executive meetings with the Office of Personnel Management and other federal agencies.
  • Assist in designing and developing learning opportunities for VA's SES population.
  • Develop and coordinate department-wide SES training and development policies.
  • Establish a communications network between VACO and the field.
  • Advise top management and key staff on policy and process issues.

Requirements

  • U.S. Citizenship is required.
  • Must meet time-in-grade requirements for GS-13 level.
  • Graduate degree and three years of specialized experience equivalent to GS-12 level, or one year of specialized experience equivalent to GS-12 level.
  • Experience in HR functions such as staffing, recruitment, and classification.
  • Knowledge of HR compliance and auditing processes.
  • Ability to support process improvement initiatives in HR operations.

Nice-to-haves

  • Experience in liaising between HR and other organizational units.
  • Strong communication and interpersonal skills.
  • Ability to work independently within a framework of general policy.
