About the position

This position is with the Human Resources Advisory Support Branch, Americas Southeast Team, located at Fort Moore, Georgia. Fort Moore is situated in the Tri-Community area, which includes Columbus, Georgia, and Phenix City, Alabama. Columbus is recognized as Georgia's third-largest city, boasting a population of approximately 250,000 residents. The role of the Human Resources Specialist involves providing comprehensive HR recruitment and placement services, which encompass recruitment, staffing, benefits, and employment services. The specialist will analyze legal, regulatory, and policy issues related to recruitment and placement, ensuring that guidance is effectively distributed to personnel within the assigned districts. The responsibilities include posting vacancy announcements for various positions, reviewing applications, determining the qualifications of candidates, and creating referral lists for supervisors and managers. The specialist will also be responsible for notifying selectees and preparing formal offer letters. Additionally, the role requires evaluating trends in missions, technology, manpower, and fiscal resources to anticipate future HR recruitment needs. The use of a human resources management system to process personnel actions and determine pay according to established policies is also a critical aspect of this position. The position is permanent and full-time, with a salary range of $76,671 to $119,463 per year, classified under the GS-11 to GS-12 pay scale. The role does not have supervisory status and requires occasional travel. Telework is eligible as determined by agency policy, and relocation expenses may be reimbursed in accordance with agency guidelines. The position offers promotion potential to GS-12, and candidates will be evaluated based on their qualifications and experience in the field of human resources management.

Responsibilities

  • Analyze legal, regulatory, and policy issuances concerning recruitment and placement for impact on assigned district(s) and distribute guidance to personnel.
  • Post vacancy announcements for vacant Substitute/Training Instruction positions.
  • Review applications and determine qualified candidates.
  • Create and issue referral lists to supervisors/managers.
  • Notify selectee and prepare formal offer letters.
  • Provide human resources (HR) recruitment and placement services including recruitment, placement, staffing, benefits, and employment services.
  • Evaluate trends in missions, technology, manpower, fiscal resources, and other factors influencing future HR recruitment requirements and resources.
  • Utilize a human resources management system to process personnel actions.
  • Determine pay following pay setting policies.
  • Attend recruiting events on-base and at colleges/universities.

Requirements

  • Proof of U.S. Citizenship required.
  • Direct deposit of pay is required.
  • One-year probationary period may be required.
  • Appointment subject to a suitability/fitness determination, as determined by a background investigation.
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Requirement.
  • Specialized Experience for GS-11: One year of specialized experience providing new employee orientation or counseling customers on employee benefits programs, coding requests for personnel actions, preparing vacancy announcements, and determining minimum qualifications of applicants.
  • Specialized Experience for GS-12: One year of specialized experience assisting customers with employee benefits, compensation, travel allowances and/or overseas entitlements, providing management with flexible alternatives for recruitment strategies, preparing vacancy announcements, determining minimum qualifications of applicants, and providing complex advisory civilian human resource services to managers.
