About the position

Empire State University is seeking a Human Resources Specialist (State Title: Personnel Associate) to join the Office of Academic Affairs (OAA) in Saratoga Springs, NY. This role is pivotal in ensuring the effective implementation of Human Resource policies and procedures that pertain to the hiring, compensation, and professional development of faculty and staff within the academic affairs division. The successful candidate will demonstrate a high level of attention to detail, independent judgment, and the ability to maintain confidentiality in all HR-related matters. The Human Resources Specialist will be responsible for creating and overseeing a comprehensive onboarding process for new faculty and staff, which includes managing and tracking HR training specific to their job functions. This position will also involve tracking mandatory training requirements set by New York State, Federal regulations, and SUNY, ensuring compliance through diligent follow-up. Additionally, the specialist will track and approve personnel actions such as payroll, extra service payments, and new hire paperwork in collaboration with payroll staff. Another key responsibility will be assisting with budget oversight for the division, including coordinating annual reviews of adjunct and extra service payment rates. The specialist will verify budget availability for new positions, salary increases, and temporary services, ensuring that all financial aspects align with the university's policies. Collaboration with OAA leadership is essential to ensure the timely and accurate submission of extra service payment requests, as well as managing the adjunct faculty search process effectively.

Responsibilities

  • Create and oversee a robust onboarding process for new faculty and staff in OAA.
  • Manage and track HR training for faculty and staff in Academic Affairs.
  • Track all NYS, Federal and SUNY mandatory trainings, following up as necessary.
  • Track and approve OAA personnel actions, e.g., payroll, extra service, and new hire paperwork in collaboration with payroll and associated staff.
  • Assist with division/department budget oversight.
  • Coordinate and assist with OAA to do an annual review of adjunct and extra service payment rates.
  • Verify available budget for new positions, salary increases, new hires and temp services.
  • Collaborate with OAA leadership to ensure timely and accurate submission of appropriate extra service payment requests.
  • Manage adjunct faculty search process.

Requirements

  • Bachelor's degree from an accredited college or university.
  • At least 3 years of experience in Human Resources or comparable experience in a higher education setting.
  • Ability to maintain confidential/sensitive information.
  • Strong analytical, computer, problem-solving and attention to detail.
  • Excellent written and oral communication skills.
  • Proficiency in Microsoft Word, Excel and web-based systems.

Nice-to-haves

  • Master's degree in business administration or a related field.
  • Prior experience working within SUNY or a higher education setting.
  • Knowledge of State, Federal employment regulations and laws.
