About the position

This position is located in the Executive Resources and Performance Management Division, Office of Civil Service Talent Management, Bureau of Global Talent Management (GTM/CSTM/ERPM). The incumbent will perform operational, advisory, policy analysis, and program review of various program areas including Senior Executive Service (SES) recruitment, performance management, Presidential Appointees and Non-Career SES, Position Management/Classifications, or Executive Development. The role involves planning, overseeing, integrating, implementing, and evaluating Department policy and operations regarding executive resources, political appointments, performance management, position management, and/or classification. The incumbent will assist in creating long-range policies to address unprecedented issues in executive resources that require the generation of Human Resource innovations, concepts, or principles that lead to department-wide developments and changes. This includes reviewing, modifying, approving, or rejecting proposals for changes to functions, structure, procedures, or policies, and collaborating with senior leadership to make decisions on major changes in work plans and/or operations. The position requires consultation with the Division Director, the CSTM Director/Deputy, the Deputy Assistant Secretary for Human Resources, and the Department's Executive Resources Board to establish, transition, and implement departmental policies and procedures. At the GS-13 level, the incumbent performs similar duties but with less responsibility and independence, receiving closer supervision than at the GS-14 level. The position is permanent and full-time, with occasional travel required. Telework is eligible as determined by agency policy, but the position is not remote. The salary range for this position is between $117,962 and $181,216 per year, depending on the grade level and qualifications of the candidate.

Responsibilities

  • Plan, oversee, integrate, implement, and evaluate Department policy and operations regarding executive resources, political appointments, performance management, position management, and/or classification.
  • Assist in creating long-range policies to address unprecedented issues in executive resources that require the generation of Human Resource innovations.
  • Review, modify, approve, or reject proposals for changes to functions, structure, procedures, or policies.
  • Collaborate with senior leadership to make decisions on major changes in work plans and/or operations.

Requirements

  • U.S. Citizenship is required.
  • Must be able to obtain and maintain a Secret security clearance.
  • Experience supporting executive resource programs in recruitment, classification, and performance management for Senior Executive Service (SES)/Senior Level (SL) positions.
  • Experience interpreting and/or developing Human Resources policies, program objectives, and procedures to advise human resources offices.
  • For GS-13: 1 year of specialized experience equivalent to the GS-12 level in the Federal service.
  • For GS-14: 1 year of specialized experience equivalent to the GS-13 level in the Federal service.
