About the position

The Human Resources Specialist at Colerain Township is a full-time role focused on personnel management and human resources services. This position serves as a liaison between departments, overseeing employment processing, training, records management, and employee relations. The specialist will also manage compliance with labor relations and assist with grievance processes, ensuring the township's values and policies are upheld while fostering a diverse and inclusive workplace.

Responsibilities

  • Serve as a liaison with each department for seamless employee management.
  • Provide human resources services including employment processing, training and development, and records management.
  • Assist with the grievance process and provide interpretation of grievance-related language and mandates.
  • Make recommendations to Department Directors on personnel issues.
  • Maintain personnel records of all employees.
  • Prepare and implement personnel policies and procedures.
  • Oversee Family Medical Leave and Bureau of Workers Compensation claims, leave management, and reporting.
  • Manage employee relations and retention, AA/EEO compliance, and labor relations.
  • Protect organizational values by keeping information confidential.
  • Assess employee engagement and direct strategies to positively impact it.
  • Facilitate development of employee work groups and committees to address specific issues and skills gaps.
  • Establish partnerships with subject matter experts in various HR specialties to create a high-performing organization.
  • Represent the Township in formal/informal hearings regarding labor relations issues.
  • Monitor changes in State and Federal laws affecting employee management.

Requirements

  • Bachelor's degree in Human Resources Management, Business Administration, Finance, or related field.
  • Three years of experience in human resources, labor relations, employee training, or organizational development, preferably with a local government agency.
  • Exceptional human resources experience within a local government environment.
  • Demonstrated experience in advancing equity, diversity, inclusion, and multiculturalism.
  • Thorough knowledge of human resources administration and personnel management.
  • Experience developing, supervising, motivating, and recognizing personnel.
  • Effective communication skills, both written and verbal.
  • Ability to handle multiple projects and manage stress, conflict, and crisis situations.

Nice-to-haves

  • PELRA, PHR, SPHR or other certification in human resources is preferred but not required.
  • Experience collaborating with senior and executive level managers.
  • Proven track record of proactive, results-oriented leadership in recruiting.
