About the position

The Public Service Commission of the District of Columbia (Commission) is seeking a Human Resources Specialist to perform complex, highly confidential, sensitive, and diversified human resources management (HRM) and administrative activities. This role requires discretion and a high degree of responsibility, as the successful candidate will work closely with the Chief HR Officer and Sr. HR Specialist to provide a full range of technical assistance, guidance, and advisory services to managerial, supervisory, and nonsupervisory staff. The Commission is dedicated to professional development and encourages staff participation in regulatory and industry association activities, as well as educational and professional training. Tuition reimbursement may also be available to support ongoing education. The Commission operates on a hybrid telework schedule, allowing employees to work three days per week from home and two days in the office. Flex time schedules are also offered to accommodate work-life balance. The position comes with a competitive salary range and a generous travel stipend for public transportation. The ideal candidate will be responsible for maintaining both confidential and non-confidential personnel records, payroll, time and attendance, staffing, training, and organizational charts. The role also involves preparing special reports, conducting in-house orientations, benefits administration, and liaising with the DC Department of Human Resources. Knowledge of effective research methods and statistical reporting is essential for this position.

Responsibilities

  • Provide technical assistance, guidance, and advisory services to managerial, supervisory, and nonsupervisory staff.
  • Maintain confidential and non-confidential personnel records, payroll, time and attendance, staffing, training, and organizational charts.
  • Ensure all information is continuously updated and accurate.
  • Prepare special reports for submission upon request.
  • Conduct in-house orientations and benefits administration.
  • Prepare vacancy announcements and liaise with the DC Department of Human Resources.
  • Utilize Microsoft software packages (Word, Excel, PowerPoint, Outlook) and HRIS software for reporting and data management.

Requirements

  • At least one year of specialized experience equivalent to the next lower grade level (grade 9) in the District of Columbia Government service.
  • Knowledge of HR recruitment, staffing, and placement principles, concepts, practices, laws, regulations, policies, and precedents.
  • Understanding of job analysis principles and methods.
  • Ability to apply District, federal, and other applicable personnel laws, rules, and regulations accurately.
  • Demonstrated computer skills using Microsoft software packages and HRIS software.

Nice-to-haves

  • Experience with PeopleSoft payroll modules.
  • Knowledge of succession planning and workforce development principles.
