About the position

The Human Resources Specialist will provide essential classification and position management advisory services within the Human Resources Office at the U.S. Naval Academy. This role focuses on recruitment strategies, workplace issue resolution, and developing marketing strategies for non-competitive recruiting, particularly in a higher education environment.

Responsibilities

  • Provide classification and position management advisory services in a college/university environment.
  • Advise on recruitment strategies including Merit, Delegated Examining, and Direct Hire.
  • Assist in advertising, resume review, and interview techniques.
  • Advise management on solutions for workplace issues, including employee and labor relations.
  • Develop marketing strategies for non-competitive recruiting targeting recent graduates, individuals with disabilities, military spouses, veterans, and interchange eligible candidates.

Requirements

  • At least one year of specialized experience at or equivalent to the GS-11 grade level in the Federal service or equivalent experience in the private or public sector.
  • Experience analyzing personnel actions to determine appropriate recruitment strategies for a diverse workforce in a higher education setting.
  • Guidance and consultation experience for managers, supervisors, and employees on various human resources functional areas.
  • Ability to interpret and apply laws, regulations, policies, and practices related to HR functions.
