About the position

The Human Resources Specialist position at the District of Columbia Department of Youth Rehabilitation Services (DYRS) focuses on enhancing employee relations and performance management within the agency. The role involves developing and implementing HR policies, managing employee relations programs, and providing guidance to management and staff on various HR matters. The incumbent will work to improve public safety and support court-involved youth by fostering a productive work environment for employees.

Responsibilities

  • Lead the development of human resources policies and procedures.
  • Prepare and maintain agency policies and procedures manual(s) and standard operating procedures (SOP's).
  • Monitor and evaluate routine operations and special activities for efficiency and compliance with policies.
  • Analyze employment trends, agency attrition, and turnover to provide recommendations for improvement.
  • Advise managers on collective bargaining agreements and grievances.
  • Develop training materials concerning employee relations policies and conduct training sessions.
  • Review and draft disciplinary actions to ensure adherence to regulations.
  • Investigate and resolve cases of alleged unfair behavior and discrimination.
  • Guide managers/employees in the Performance Management cycle.
  • Initiate and implement employee engagement programs and policies.

Requirements

  • At least one year of specialized experience equivalent to the next lower grade level in the organization.
  • Strong organizational skills and ability to analyze employment trends.
