About the position

The Human Resources Specialist at the Arkansas Department of Human Services is responsible for a variety of human resources activities, including recruitment, interviewing, and employee orientation. This role ensures compliance with state and federal laws while providing oversight and correction to HR processes. The position plays a crucial role in supporting the agency's mission to serve the community and improve the lives of Arkansans.

Responsibilities

  • Analyze and evaluate employment applications to determine minimum qualifications.
  • Participate in pre-employment interview panels and ensure proper procedures are followed.
  • Prepare and coordinate paperwork for interviewees.
  • Conduct pre-employment background checks, including reference checks and drug testing.
  • Orient new employees on policies, procedures, and benefits packages.
  • Conduct exit interviews and inform terminating employees of COBRA coverage.
  • Counsel employees on personnel issues such as benefits and grievance procedures.
  • Maintain a current employee bulletin board with required information.
  • Prepare spreadsheets and databases to track employee information.
  • Submit various personnel reports on employee status, including new hires and terminations.
  • Respond to inquiries regarding state and federal policy.
  • Provide basic training on new systems and policies.
  • Monitor and provide technical direction for personnel actions in HR databases.

Requirements

  • Educational equivalent of a high school diploma.
  • Four years of experience in human resources, insurance/benefits, or related fields.
  • Ability to interpret and apply state and agency policies governing human resources.
  • Proficiency in word processing, spreadsheets, and database applications.
