About the position

As a Strategic Workforce Planning Specialist/Human Resources Business Partner at NASA, you will play a pivotal role in shaping the workforce strategies that align with the agency's mission. Your primary responsibility will be to create and lead workforce planning, analysis, and assessment programs that are essential for meeting the agency's human capital needs. You will serve as a principal advisor and consultant to NASA management and senior-level staff, providing insights on workforce strategies, workforce-related Planning, Programming, Budgeting, and Execution (PPBE) activities, and addressing complex issues that impact recruiting, hiring, and training plans. In this role, you will conduct comprehensive studies and investigations to assess the quality of current workforce plans, practices, and systems. This will involve determining workload projections and identifying current and future competency gaps to ensure that human capital aligns with organizational goals. You will design and implement strategies and action plans to accomplish initiatives within scope, cost, and schedule, while also assessing program metrics and data to facilitate continuous improvement of operations. Your expertise will be crucial in conducting quantitative and qualitative analyses using workforce-related data, developing key performance indicators, forecasts, and quality tools. You will formulate strategies to identify and address current and future workforce needs, fostering a culture of engagement, diversity, inclusiveness, excellence, and innovation. As an expert Human Resources Business Partner (HRBP), you will work strategically with customer organizations to develop HR agendas, strategies, and execution plans that support the mission of the organization and the Agency. You will also provide advisory and consultative technical services to all levels of line managers and Center counterparts on a broad range of HR issues, ensuring that the agency's commitment to Diversity, Equity, Inclusion, and Accessibility is upheld throughout the workforce planning process.

Responsibilities

  • Conduct studies and investigations to assess the quality of current workforce plans, practices, and systems.

  • Develop and deliver HR briefings, studies, and reports to foster understanding and acceptance of findings and recommendations.

Requirements

  • One year of directly related specialized experience equivalent to the GS-13 level.
  • Applying technical HR expertise to provide advisory and consultative services and resolve human capital issues in one or more HR functional areas.
  • Making recommendations for complex and controversial issues based on sound interpretation of guidelines and practices.
  • Serving as a strategic HR consultant providing expert advice to leadership.
  • Working with human capital data analysis or workforce planning data sources.
