About the position

The San Lorenzo Valley Water District is seeking an enthusiastic Human Resources Specialist to join their team. This position is crucial for administering the Human Resources Program for the District, which includes a variety of complex technical, clerical, and administrative activities. The ideal candidate will have experience in all aspects of Human Resources regulations and procedures, particularly within government agencies. The role involves ensuring compliance with current laws and regulations related to human resources, as well as maintaining confidentiality and accuracy in processing employee and District information. The District serves a population of approximately 35,000 customers and is located in the scenic Santa Cruz mountains, surrounded by redwood trees and natural beauty. Responsibilities

  • Serve as a resource and provide information to the public, other agencies, and District staff; interpret a variety of policies, rules, and regulations.
  • Maintain confidentiality and accuracy in the processing of employee and District information, ensuring compliance with local, state, and federal laws and regulations.
  • Direct the planning and coordination of the District's recruitment and selection processes; prepare job announcements and advertisements; coordinate testing processes.
  • Coordinate the dispersal of information to applicants regarding job openings and the application process; manage advertising costs and other recruitment-related expenses.
  • Conduct new employee orientation and maintain orientation materials.
  • Administer employee benefits, conduct benefit open enrollment, maintain benefits programs, reconcile and approve benefit invoices for payment.
  • Administer separations including COBRA notices, unemployment claims, PERS retirement, and employee health benefits; maintain related documentation and confidential employee records.
  • Assist with administering workers' compensation plans; process workers' compensation claims, verify claim information with District staff, and file claims with the third-party administrator.
  • Create payroll action documents for employee status changes, maintaining compliance with applicable policies and procedures; analyze and interpret payroll data, enter data into the human resources systems, and provide backup support for payroll processing.
  • Perform other related duties as assigned.

Requirements

  • Demonstrated knowledge of principles and practices of human resources administration, such as recruitment, workers' compensation, HRIS, insurance, and benefit administration.
  • Knowledge of state, local, and federal regulations and laws governing human resources best practices and techniques.
  • Familiarity with laws, rules, and ordinances controlling District financial functions and operations, including some knowledge of accounting standards and practices.
  • Proficiency in Microsoft Office programs such as Word, Excel, Outlook, and database software at an intermediate to advanced level.
  • Understanding of principles and techniques of customer service, work coordination, and training.
  • Basic business principles and practices including planning, organizing, assigning, and reviewing work and employee training.
  • Strong written communication skills, including English grammar, punctuation, and writing.

Nice-to-haves
