About the position

The Human Resources Specialist at the Executive Office of Housing and Livable Communities (EOHLC) plays a vital role in overseeing and processing all personnel activities within the agency. This position emphasizes customer service, requiring effective communication and collaboration with various stakeholders. The specialist will engage in diverse HR functions, including classification, recruitment, HR metrics, employee recognition, and payroll management, ensuring a professional and timely delivery of services.

Responsibilities

  • Collaborate with the HR Operations & Performance Manager to create, review, and update job descriptions; conduct classification studies including desk audits and job analysis.
  • Participate in the recruitment process, focusing on candidate experience and coordinating offers, background checks, and onboarding.
  • Develop collaborative relationships with department managers and HR staff to provide guidance on compensation, benefits, recruitment, and employee relations.
  • Collect and compile HR metrics and data from various sources, analyzing trends and patterns related to recruitment and compliance with employment laws.
  • Ensure the HR Officer is aware of unresolved concerns or customer complaints within a reasonable timeframe.
  • Assist in compensation review and performance evaluation processes, collaborating with the Payroll & Benefits Coordinator on various employee benefits and leave matters.
  • Collaborate on the Performance Recognition Program with the Senior Human Resources Business Partner.
  • Ensure office coverage and maintain a Human Resources presence to respond to customer inquiries.
  • Research and sustain knowledge of state and federal employment regulations and participate in special projects for employee engagement.

Requirements

  • Four years of full-time or equivalent part-time professional experience in personnel work, including classification, staffing, job analysis, and/or job evaluation.
  • At least two years of experience in a professional capacity and one year in a supervisory, administrative, or managerial capacity.
  • Proficiency in Human Resources Compensation Management System (HRCMS), Mobius, and Commonwealth Information Warehouse.
  • Intermediate proficiency in Microsoft Word, Excel, and Visio.
  • Knowledge of personnel and payroll processing rules and regulations.
