The Human Resources Specialist at the University of Hawai'i at Manoa is responsible for overseeing all aspects of human resources management and administration. This includes a wide range of duties such as classification and compensation, recruitment and selection, onboarding, payroll management, employee leaves, labor relations, and employee benefits administration. The role requires managing the full life cycle of the recruitment process, which encompasses creating job descriptions, advertising positions, conducting EEO training for supervisors, reviewing applications, overseeing interviews, performing salary placement analysis, and preparing offer letters. The specialist ensures that all processes are fair and adhere to the appropriate policies and procedures. In addition to recruitment, the HR Specialist interprets and advises the Director and staff on various HR statutes, union contracts, and university policies. This includes seeking further interpretation from the General Counsel's Office or the EEO Office when necessary. The role also involves formulating and recommending sound internal personnel procedures and practices, exercising discretion and technical analysis to address a variety of HR management issues. The specialist is responsible for managing and auditing I-9 forms and participating in the E-Verify program with USCIS, as well as responding to federal audits and compliance issues. The HR Specialist prepares requests and manages immigration visas for international faculty and staff, develops training programs for employees on HR policies and benefits, and administers the FMLA program. They also handle worker's compensation actions, maintain workplace accident data, and ensure compliance with OSHA reporting guidelines. Monitoring employee performance appraisal programs and assisting in identifying potential performance issues are also key responsibilities. The specialist prepares organization charts, supports tenure and promotion procedures, and manages internal position control files. They respond to Open Records requests and represent the unit at unemployment insurance claims hearings. The role requires maintaining confidentiality and a collaborative working relationship with staff and administrators across the university. The HR Specialist also serves as the custodian for all employee files and records, both electronic and paper, and represents the department on university-wide committees and initiatives. Other duties may be assigned as necessary, and the position is essential for the effective functioning of the HR department.
