About the position

The Human Resources Specialist at the University of Hawai'i at Manoa is responsible for overseeing all aspects of human resources management and administration. This includes a wide range of duties such as classification and compensation, recruitment and selection, onboarding, payroll management, employee leaves, labor relations, and employee benefits administration. The role requires managing the full life cycle of the recruitment process, which encompasses creating job descriptions, advertising positions, conducting EEO training for supervisors, reviewing applications, overseeing interviews, performing salary placement analysis, and preparing offer letters. The specialist ensures that all processes are fair and adhere to the appropriate policies and procedures. In addition to recruitment, the HR Specialist interprets and advises the Director and staff on various HR statutes, union contracts, and university policies. This includes seeking further interpretation from the General Counsel's Office or the EEO Office when necessary. The role also involves formulating and recommending sound internal personnel procedures and practices, exercising discretion and technical analysis to address a variety of HR management issues. The specialist is responsible for managing and auditing I-9 forms and participating in the E-Verify program with USCIS, as well as responding to federal audits and compliance issues. The HR Specialist prepares requests and manages immigration visas for international faculty and staff, develops training programs for employees on HR policies and benefits, and administers the FMLA program. They also handle worker's compensation actions, maintain workplace accident data, and ensure compliance with OSHA reporting guidelines. Monitoring employee performance appraisal programs and assisting in identifying potential performance issues are also key responsibilities. The specialist prepares organization charts, supports tenure and promotion procedures, and manages internal position control files. They respond to Open Records requests and represent the unit at unemployment insurance claims hearings. The role requires maintaining confidentiality and a collaborative working relationship with staff and administrators across the university. The HR Specialist also serves as the custodian for all employee files and records, both electronic and paper, and represents the department on university-wide committees and initiatives. Other duties may be assigned as necessary, and the position is essential for the effective functioning of the HR department.

Responsibilities

  • Responsible for all aspects of HR management and administration including classification/compensation, recruitment and selection, onboarding, payroll, leaves, labor relations, and employee benefits.
  • Manages the full life cycle of recruitment process from job descriptions, advertisement, EEO training to supervisors, application review, overseeing interview process, salary placement analysis and offer letters.
  • Interprets and advises Director and staff on HR statutes, union contracts, University policies and procedures, EEO guidelines, etc.
  • Formulates and/or recommends sound internal personnel procedures and practices.
  • Exercises discretion and sound technical analyses to a variety of HR management or related issues.
  • Manages and audits I-9s and participates in the E-Verify program with USCIS.
  • Participates and responds to federal audits and compliance issues.
  • Prepares requests, monitors validity and manages immigration visa for international faculty, staff and visitors.
  • Develops, trains and educates employees on human resource policies, procedures and benefits.
  • Administers FMLA program and benefits on a timely and accurate basis.
  • Manages, processes and maintains worker's compensation actions and temporary disability claims, and workplace accident data.
  • Monitors employee performance appraisal/evaluation programs for executives and APTs.
  • Prepares and updates organization charts and functional statements according to established policies and guidelines.
  • Supports the Director and department personnel committee on tenure, promotion and contract renewal procedures.
  • Drafts and prepares actions memorandums to appropriate parties for various HR related actions.
  • Supports employee engagement activities such as employee service awards/recognition.
  • Manages internal position control file and manages files related documents for classification, abolishment, and extensions.
  • Responds to Open Records requests in accordance with Freedom of Information Act and State Statute Chapter 92F.
  • Reviews, approves and processes student assistants timesheets.
  • Responds to unemployment insurance claims and represents unit at appeal hearings.
  • Conducts workplace fact-finding investigations on informal/formal complaints/union grievances.
  • Maintains a collaborative and positive working relationship with staff, UHM administrators, other college offices, and systemwide offices.

Requirements

  • Possession of a baccalaureate degree in human resources management, business administration, education, public administration or related field.
  • 4 years of progressively responsible professional experience with responsibilities for human resources administration.
  • Considerable working knowledge of principles, practices and techniques in the area of human resources management.
  • Considerable working knowledge and understanding of applicable federal and state laws, rules, regulations and theories associated with human resource management.
  • Demonstrated ability to resolve wide ranging complex problems through creative reasoning and logic.
  • Demonstrated ability to interpret and present information and ideas clearly and accurately in writing and verbally.
  • Demonstrated ability to establish and maintain effective working relationships with internal and external organizations.
  • Demonstrated ability to operate a personal computer and apply word processing and spreadsheet software.
  • Demonstrated ability to lead subordinates, manage work priorities and projects, and manage employee relations if applicable.
  • Demonstrated knowledge of the principles, practices and techniques of position classification and salary administration in higher education.
  • Working knowledge of human resources database management such as PeopleSoft and recruitment and onboarding platform such as NeoGov.
  • Experience processing immigration documentation for international hires.
  • Demonstrated ability to exercise judgment, apply tact and discretion in resolving human resource issues.
  • Demonstrated ability in independently organizing and prioritizing multiple and competing work assignments effectively.
