About the position

The Human Resources Specialist position is responsible for performing specialized tasks in the maintenance of human resources functions within the Office of Management and Finance. This role involves serving as a technical specialist over assigned programs, coordinating special projects, and developing policies and procedures to enhance HR operations. The ideal candidate will demonstrate expertise in human resources, drive results, and focus on customer service to support the agency's HR needs.

Responsibilities

  • Serve as a technical specialist performing in-depth activities in assigned HR programs.
  • Develop and recommend policies, procedures, and long and short-range goals for HR functions.
  • Assist in the development of performance indicators and implementation of the strategic plan.
  • Evaluate the effectiveness of assigned program areas and recommend necessary changes.
  • Conduct detailed salary surveys and analyze data to identify problem areas.
  • Prepare documentation of findings for submission to Civil Service.
  • Advise supervisors and managers on disciplinary actions and procedural details.
  • Investigate complaints of discrimination or sexual harassment and recommend resolutions.
  • Analyze hiring and promotional practices for compliance with federal law.
  • Represent the Human Resources Office in agency meetings regarding organizational changes.

Requirements

  • A baccalaureate degree plus three years of professional level human resources experience.
  • Six years of full-time work experience in any field may substitute for the required degree.
  • A Master's degree in relevant fields can substitute for one year of experience.
  • Certification by SHRM as a Professional in Human Resources can substitute for one year of experience.

Nice-to-haves

  • Experience in payroll management.
  • Possession of a valid Professional in Human Resources certification.
