About the position

As a Human Resources (HR) Specialist for the Department of the Navy, you will be entrusted with full technical responsibility for one or more Defense Civilian Intelligence Program Office-wide civilian HR program/project assignments. This role is pivotal in providing expert advice on various matters related to Recruitment & Placement and Compensation. You will be located within the Chief Human Capital Office of the Naval Intelligence Activity in Arlington, Virginia, where you will play a crucial role in shaping the workforce of the agency. Your responsibilities will include advising management on recruitment, selection, and placement of employees, conducting job analysis, and engaging in workforce planning and analysis. You will also be responsible for position management, ensuring that the agency attracts and retains a high-quality and diverse workforce. In this position, you will coordinate the processing of personnel actions with the Human Resources Service Center and provide authoritative staff advice and technical guidance to agency stakeholders in assigned program areas. Your expertise will be essential in advising management and employees on the unique requirements related to excepted service and the Defense Civilian Intelligence Personnel Management System (DCIPS). This role requires a proactive approach to managing civilian human resources programs and projects, formulating strategic plans that align with the agency's mission and program goals. The position is permanent and full-time, with a salary range of $117,962 to $153,354 per year, classified under the GG-13 pay scale. You will be expected to travel up to 25% of the time, and relocation expenses may be reimbursed as per applicable regulations. This role does not have promotion potential but offers a unique opportunity to contribute significantly to the HR functions within the Department of the Navy.

Responsibilities

  • Provide advisory services and guidance to management in recruitment, selection, and placement of employees.
  • Conduct job analysis and engage in workforce planning and analysis.
  • Advise management on compensation flexibilities and coordinate personnel actions with the Human Resources Service Center.
  • Identify, track, and retain a high-quality and diverse workforce.
  • Provide authoritative staff advice and technical guidance to agency stakeholders in assigned program areas.
  • Serve as a subject matter expert on overseas pay, allowances, and foreign entitlements.

Requirements

  • Must be a US Citizen.
  • Must be determined suitable for federal employment.
  • Must participate in the direct deposit pay program.
  • Must obtain and maintain a Top Secret security clearance and access to Sensitive Compartmented Information (SCI).
  • Successful completion of a pre-employment drug test is required.
  • At least one year of specialized experience equivalent to the GG/GS-12 grade level in the Federal service.

  • Knowledge of the Defense Civilian Intelligence Personnel Management System (DCIPS).
