About the position

The Human Resources Specialist position at the Transportation Security Administration (TSA) located at Charleston International Airport (CHS) is a critical role within the Department of Homeland Security (DHS). This position is designed to support the operational needs of the TSA by coordinating and overseeing daily HR activities and programs within the airport and associated spoke airports. The incumbent will provide operational support and management advisory services to the Federal Security Director (FSD) and Administrative Officer in various HR disciplines, including classification, compensation and pay, employee benefits, employee relations, position management, personnel processing, and recruitment and staffing. As the resident HR consultant for the FSD, the specialist will be responsible for providing technical interpretations and guidance on HR matters based on directives from the Headquarters' Office of Human Capital or designated field representatives. This role requires responding to a range of HR inquiries, from routine to complex actions, and may involve contacting senior agency HR representatives for assistance with difficult and unusual HR issues. The specialist will ensure the accuracy and timely submission of personnel requests and other HR actions, making this position vital for maintaining effective HR operations within the TSA. The position is full-time and permanent, with a salary range of $72,553 to $94,317 per year, which includes locality pay. The role does not offer remote work or telework options, and while occasional travel may be required, relocation expenses will not be reimbursed. The successful candidate will be expected to meet specific conditions of employment, including U.S. citizenship, a favorable background investigation, and compliance with selective service registration requirements.

Responsibilities

  • Coordinate and oversee daily HR activities and programs within the airport and associated spoke airports.
  • Provide operational support and management advisory services in HR disciplines such as classification, compensation and pay, employee benefits, employee relations, position management, personnel processing, and recruitment and staffing.
  • Serve as the FSD's resident HR consultant, providing technical interpretations and guidance on HR matters.
  • Respond to a range of difficult HR inquiries involving routine to complex actions.
  • Ensure the accuracy and timely submission of personnel requests and other HR actions.

Requirements

  • One year of specialized experience at the SV-F or GS-9 level in the Federal service or equivalent experience in the private sector.
  • Specialized experience includes initiating, tracking, and completing HR cases or actions, and providing guidance and advice to managers and employees on HR matters in areas such as classification, employee relations, labor relations, staffing, payroll, or benefits.
  • Possess a Ph.D. or equivalent doctoral degree in a field directly related to this position, or three full years of progressively higher-level graduate education leading to such a degree, or a combination of specialized experience and graduate level education.
