About the position

The Human Resources Specialist plays a crucial role within the Executive Office HR team, responsible for delivering comprehensive personnel services and HR functions to various employee categories including U.S. Direct Hires and Personal Services Contractors. This position involves providing expert guidance on HR practices, managing interagency relationships, and advising on complex HR issues, thereby supporting the leadership in enhancing office culture and employee motivation.

Responsibilities

• Provide a full range of personnel services and HR functions to various employee categories.
• Offer guidance and advice on HR-related matters to USDH, CCNPSCs, USPSCs, TCNPSCs, and others.
• Manage interagency relationships with State/HR and other entities as needed.
• Provide advanced-level advice on HR administrative and management issues, procedures, and policy.
• Plan, direct, and administer HR operations and processes for the Mission.
• Support EXO leadership with complex and sensitive HR issues.
• Advise on employee relations and programs, including performance management and policy interpretation.
• Serve as the primary subject matter expert on PSC recruitment, contracting, onboarding, and personnel management.
• Act as a key resource for all Mission staff on employee relations matters, including training, benefits, and leave structure.

Requirements

• Significant experience in human resources management and administration.
• Strong knowledge of HR policies, procedures, and best practices.
• Ability to provide informed opinions on office culture and employee motivation.
• Experience in managing interagency relationships and providing HR guidance.
• Expertise in employee relations, performance management, and personnel management.
