About the position

The Human Resources Supervisor for the Discipline/Employee Relations Unit at the Department of Children and Family Services (DCFS) plays a critical role in managing the human resources program within the agency. This position is located in Baton Rouge, Louisiana, and is responsible for overseeing a team of human resources professionals. The supervisor will develop and recommend policies and procedures that align with the agency's goals and objectives, ensuring that the human resources program operates effectively and efficiently. The role requires a strong understanding of human resources principles, as well as the ability to analyze data and provide insights to agency management. In this position, the supervisor will establish priorities and work standards for the assigned program, ensuring that all activities meet the agency's strategic goals. The supervisor will also be involved in conducting detailed salary surveys, analyzing data to identify problem areas, and preparing documentation for submission to Civil Service. Additionally, the supervisor will draft disciplinary actions, represent the agency at Civil Service hearings, and provide counsel to employees and management regarding applicable Civil Service rules and state and federal laws. The Human Resources Supervisor will also play a key role in investigating complaints of discrimination or sexual harassment, ensuring that all complaints are handled in accordance with agency policies and procedures. This position requires strong leadership skills, as the supervisor will directly oversee two or more subordinates, including at least one professional human resources position. The supervisor will also manage recruiting, selection, and placement activities, advising agency management on the best methods for filling vacancies and ensuring compliance with federal laws regarding hiring and promotions.

Responsibilities

  • Develop and recommend policies, procedures, and long and short-range goals relative to the human resources program.
  • Establish priorities and work standards of assigned program to meet agency goals and objectives.
  • Review results of studies and explain results to agency management.
  • Explain alternative solutions to complex allocation or evaluation problems.
  • Request re-evaluation of new or revised jobs.
  • Supervise staff in conducting detailed salary surveys and other research, analyze data, and prepare documentation of findings for submission to Civil Service.
  • Revise salary levels proposed by management, ensuring consistency within existing organizational patterns.
  • Meet with Civil Service representatives to solicit advice regarding appropriate pay mechanisms for specific pay issues.
  • Draft disciplinary actions for review by the human resource director and agency legal counsel.
  • Represent the agency at Civil Service hearings.
  • Counsel employees and management on applicable Civil Service rules and state and federal laws pertinent to employee relations activities.
  • Participate in the development of agency policy regarding employee assistance and counsel employees with personal problems affecting work performance.
  • Investigate complaints of discrimination or sexual harassment and recommend resolutions to the Human Resource Director.
  • Analyze hiring and promotional practices to ensure compliance with federal law.
  • Interpret Civil Service rules and regulations and departmental policies regarding personnel actions for management, employees, and applicants.
  • Ensure that benefit options are adequately explained to all employees.
  • Manage recruiting, selection, and placement activities for the agency and advise management on filling vacancies.
  • Review applications and determine the best field or job for applicants, providing this information to supervisors as needed.
  • Assess and evaluate the management of human resources programs, guidelines, and principles affecting program needs.
  • Participate in departmental strategic planning.

Requirements

  • A baccalaureate degree plus three years of professional level human resources experience.
  • Six years of full-time work experience in any field may be substituted for the required baccalaureate degree.
  • A Master's in Business Administration, Public Administration, Human Resources/Personnel, Industrial/Organizational Psychology, or Organizational Behavior will substitute for one year of the required experience.
  • Possession of a Juris Doctorate will substitute for one year of the required experience.
  • A Ph.D. in relevant fields will substitute for two years of the required experience.
  • Certification by the Society for Human Resource Management (SHRM) as a Professional in Human Resources (PHR), a Senior Professional in Human Resources (SPHR), a Certified Professional (CP) or a Senior Certified Professional (SCP) will substitute for a maximum of one year of the required experience.
