About the position

The Human Resources Technician position at New Castle County involves performing a variety of administrative and professional tasks across all areas of human resources administration. This role is essential in supporting the county's HR programs, which include staffing, recruitment, testing, classification, compensation, employee training and development, payroll, HRIS administration, employee and labor relations, benefits, and pension administration. The technician will work independently while also having access to managerial direction for complex matters and special projects. This position is confidential and requires discretion, particularly when dealing with sensitive labor relations issues. The technician will supervise clerical and support staff and will report to a higher-level administrator. In this role, the technician will conduct research, surveys, and statistical analyses related to various HR functions, prepare reports, and make recommendations based on their findings. They will draft and revise policies, procedures, and examination materials, and will be involved in recruitment activities, including screening applicants and conducting interviews. The technician will also handle classification reviews, performance evaluations, and will assist in negotiations by providing statistical and technical information. Additionally, they will coordinate training sessions and monitor the effectiveness of HR policies and programs, ensuring compliance with regulations and best practices. The position requires a thorough understanding of public human resources administration principles and practices, as well as the ability to communicate effectively and establish strong working relationships with various stakeholders. The technician will utilize current software tools for data analysis and reporting, and will be expected to promote excellent customer service within the organization.

Responsibilities

  • Perform administrative and professional work in all areas of human resources program.
  • Conduct research, surveys, and statistical analysis in HR areas such as test development and administration.
  • Draft and/or revise policies, procedures, examinations, and contract language for County Council.
  • Conduct recruitment and applicant screening activities, administer examinations, and compile eligible lists.
  • Coordinate and conduct selection interviews and classification reviews.
  • Prepare reports and records concerning recruitment activities and testing processes.
  • Investigate and analyze problems, complaints, and grievances.
  • Coordinate the processing of performance evaluations and assist managers with related questions.
  • Research and respond to inquiries concerning labor contract provisions and policies.
  • Plan, organize, schedule, and conduct County-wide training sessions related to HR activities.
  • Monitor and evaluate the effectiveness of HR procedures and programs, making recommendations for changes.
  • Coordinate activities relating to the HRIS and benefits administration.

Requirements

  • At least three (3) years of experience in general human resources functions including staffing, recruitment, and testing.
  • At least one (1) year of experience at the professional level in human resources.
  • Bachelor's Degree from an accredited college or university in human resources management, public administration, business administration, or a related field.
  • Ability to pass a Class III County physical examination and background check.

Nice-to-haves

  • Knowledge of the New Castle County Code pertaining to human resources administration.
  • Good knowledge of interviewing methods and techniques.
  • Some knowledge of basic statistical principles.
