About the position

The Human Resources Technology Specialist position is a vital role within Onslow County Schools, aimed at providing leadership in the development, implementation, and evaluation of technology services that enhance the efficiency and effectiveness of the school system's human resources and student services functions. This position reports directly to the Chief of Human Resources and Student Services and is responsible for ensuring that the technology infrastructure supports the operational needs of the department. The specialist will work closely with various stakeholders to promote effective technology use and will be involved in the selection and implementation of new software solutions to modernize operations. In this role, the specialist will lead efforts to develop a comprehensive support structure for the technology functions of the Human Resources and Student Services departments. This includes preparing and submitting accurate reports, maintaining website information, and facilitating staff development in the use of human resources and student services software systems. The specialist will also coordinate with the Information Technology and Finance Departments to ensure that system-level resources are utilized effectively. Additionally, the role involves providing support to system users of various software systems, designing advertising materials, and managing ad campaigns for the school system. The position requires a proactive approach to technology management, including preventive and corrective maintenance of hardware, monitoring software updates, and evaluating existing technology for potential modernization. The specialist will serve as a superuser for various software systems and will assist in supporting cellular technology communications for the department. Overall, this role is crucial for enhancing the operational capabilities of the Human Resources and Student Services departments through effective technology solutions.

Responsibilities

  • Provide effective leadership in developing, implementing, and evaluating plans for a comprehensive support structure for Human Resources and Student Services technology functions.
  • Prepare and submit accurate reports as required.
  • Improve or enhance the efficiency and effectiveness of programs, operations, and processes in the system.
  • Maintain website information and documents for the Human Resources and Student Services Department.
  • Plan and facilitate staff development for school and central staff in the area of human resources and student services software systems.
  • Coordinate system-level resources working cooperatively with the Information Technology and Finance Departments.
  • Provide support and assistance to system users of OCS software systems.
  • Design advertising materials and manage ad campaigns for the system.
  • Design professional quality publications.
  • Perform preventive and corrective maintenance, planning, upgrades, and troubleshooting on technology hardware for the department.
  • Design, recommend, and install modifications to computer equipment.
  • Monitor and coordinate downloads and uploads of data and software updates with the NC Department of Public Instruction and other users.
  • Provide leadership in the selection and implementation of replacement software solutions to modernize operations.
  • Assist with supporting cellular technology communications for the department.
  • Evaluate existing hardware and software and make recommendations for modernization of technology.
  • Perform other duties as assigned by the immediate supervisor.

Requirements

  • BA or MA degree in a related area.
  • Two years of related experience or five years of related experience.
  • Experience in system administration and maintaining file servers.
  • Ability to perform security and risk management tasks, including user account maintenance and system backups.
  • Proficiency with Microsoft Office, Microsoft Teams, Canva, Human Resource Management System, and other related software systems.
  • Ability to install hardware and software and perform basic hardware maintenance tasks.
  • Ability to evaluate future technology solutions for potential implementation.
  • Ability to troubleshoot software programs and hardware compatibility.
  • Ability to create professional flyers, documents, and advertisements.
  • Ability to develop and maintain harmonious working relationships with employees and the public.
  • Ability to effectively manage multiple tasks.

Nice-to-haves

  • Experience with Frontline Applicant Tracking and Aesop software systems.
  • Knowledge of the North Carolina Educator Evaluation System.
