We are seeking a Training & Development Specialist to provide support to all employees, supervisors, and managers related to HR training and development within the Agency's Learning Management System. The Specialist administers the LMS, which includes logging, tracking, and implementing training content and modules, ensuring staff accessibility to online courses, aligning system hierarchy and organizational charts, creating and analyzing training reports that enables the Agency to monitor and promote training activities that increase system usage and foster professional development. The Training & Development Specialist is also responsible for maintaining and tracking key HRIS data, ensuring the integrity of the data, and support in the development of reports to track quantifiable HR data and metrics. The Training & Development Specialist manages the LMS and provides technical support to all employees, management, and staff, including Agency annual events with registrations, media, and materials. The Specialist develops needs assessments, training evaluations, performance management processes, and LMS technical training. Also provides support to the Learning & Development Manager in the coordination of all internal training and development initiatives that support the Agency's goals and objectives and serves as first point of contact for vendors related to Learning and Development unit.

Responsibilities

  • Serve as the initial point of contact for all staff regarding technical training and/or professional development requests
  • Serve as Agency contact with vendors in coordinating system updates and contract renewals to include ADP, SABA, Applicant Pro, and other HRIS Systems
  • Assist with HRIS Systems set-up, interconnectivity, and performance to track, monitor, and assess systems capability and support to the Human Resources Department
  • Implements and integrates LMS modules (e.g., Compensation) with current work processes and software and facilitates system training for all staff to maximize use and efficiencies
  • Monitor and Tracks all Agency-wide training initiatives
  • Develop needs analysis, presentations, and evaluations of internal training and development programs for all managerial and non-managerial personnel training
  • Assists with the development training plans and schedules based on priorities and needs of requesting business units, including staff availability and planned calendars
  • Identifies training solutions for staff training and development requests to include all regulatory-required and compliance trainings
  • Develops learning activities, audio-visual materials, instructor guides, and lesson plans
  • Makes recommendations for training policies/procedures
  • Participates in all annual corporate events, including the All-Staff Appreciation Event, Annual Business Meetings, Holiday and employee engagement events
  • Creates internal employee communications for all staff training, monthly employee engagement activities, and agency-wide events. Including flyers, posters, and all staff employee email communications
  • Assists in the development and/or presentation of cultural diversity and inclusion training/education
  • Develop, support, track, and review the annual performance appraisal processes for the Agency
  • Provides training support for employee IDP/IPP initiatives and goals
  • Serves as the technical subject matter expert for the SABA Performance Management system, track and monitor progress
  • Stays abreast of employment law updates, compliance and regulatory requirements related to training and development, compliance and labor law requirements, industry trends, and effective human resources practices
  • Other duties as assigned.

Requirements

  • Bachelor's degree in Organizational Development, Human Resources Management, or a related field preferred; a combination of HR certification, education and work experience equivalent to the degree may be considered
  • Minimum 3 years experience in organization development and/or training, database, HRIS or LMS systems preferred
  • Strong knowledge of training techniques, various training models; including learning theories
  • Strong knowledge of employee relations issues and applicable employment law
  • Must have a strong working knowledge of all content areas of human resource and state and federal regulations (e.g. Wage and Hour laws, Fair Labor Standards Act, Equal Employment regulations, CAL-OSHA, Workers' Compensation, American with Disabilities Act, FMLA, CFRA, etc.)
  • Strong computer skills, including MS Office and database skills. HRIS experience required
  • Excellent oral, written, interpersonal, and customer service skills required, with the ability to deal with tact and diplomacy with all levels of the organization.
