Responsibilities

  • Analyze and investigate claims of discrimination from the public.
  • Refer individuals to mediation or external resources as appropriate.
  • Determine whether claims constitute violations of the Minnesota Human Rights Act and related statutes.
  • Identify and recommend cases for mediation before or after a charge of discrimination is filed.
  • Collaborate with other divisions to address systemic discrimination.

Requirements

  • Two years of experience conducting investigations or working on case development in a legal, civil rights, law enforcement, corrections, human resources, or labor relations setting.
  • A Bachelor's Degree or higher may substitute for one year of work experience.
  • Skill in implementing interviewing strategies.
  • Knowledge of working with individuals from diverse communities.
  • Knowledge of legal theories of discrimination.
  • Strong writing skills to summarize interviews and investigative findings.
  • Analytical and problem-solving skills to manage concurrent issues.
  • Strong interpersonal and human relations skills.
  • Strong multi-tasking skills to manage a dynamic caseload.

Nice-to-haves

  • Advanced degree in law, public policy, public administration, or related field.
  • Demonstrated interest and commitment to promoting civil rights.
  • Fluency or proficiency in other languages in addition to English.
  • Experience working with individuals who may not be cooperative or receptive.
  • Knowledge of state and federal civil rights statutes and regulations.
  • Knowledge of cultural norms and trauma of individuals or communities facing historical discrimination.
  • Knowledge and application of conflict resolution and de-escalation strategies.
