About the position

The Human Services Program Manager III is a temporary full-time position responsible for providing executive leadership to the Subminimum Wage to Competitive Integrated Employment (SWTCIE) grant. This role involves ensuring compliance and success of the grant, supervising staff, collaborating with various state and federal entities, and planning program expansions. The position is hybrid, requiring both remote and in-office work, and is focused on supporting North Carolinians with intellectual and developmental disabilities (IDD) in transitioning to competitive work environments.

Responsibilities

  • Provide executive leadership to the SWTCIE grant, ensuring compliance and success.
  • Directly supervise the Operations Manager, Program Manager, and an Administrative Assistant.
  • Report to and meet with federal grantors and state leadership regarding grant requirements.
  • Consult regularly with SWTCIE staff and partners to monitor project compliance and success.
  • Participate with other states in establishing similar efforts and share lessons learned nationally.
  • Collaborate with various DHHS entities to facilitate program goals.
  • Plan program expansion, including the development of new staff positions and services.

Requirements

  • Master's degree in a relevant field and five years of experience in the area of assignment, including three years in a supervisory or consultative capacity; or
  • Bachelor's degree in a relevant field and seven years of experience in the area of assignment, including three years in a supervisory or consultative capacity; or an equivalent combination of education and experience.
  • Working knowledge of national trends and policy initiatives impacting service delivery systems.
  • Considerable knowledge of program area and delivery systems.
  • Thorough understanding of state and federal policies, procedures, and funding mechanisms.
  • Demonstrated skills in leadership, planning, budgeting, communication, and management.
  • Ability to analyze data, evaluate programs, and develop reports.
