About the position

The Human Services Department (HSD) is seeking experienced Program Planning and Evaluation Analysts to support various divisions, including Economic Assistance and Family, Youth, and Children. These roles involve analyzing and evaluating programs, managing technical systems, supervising staff, and ensuring excellent customer service while contributing to the overall mission of protecting vulnerable populations and promoting well-being in the community.

Responsibilities

  • Support technical systems integral to running the Economic Assistance Service Center.
  • Manage and monitor the Amazon Connect phone system and associated processes.
  • Provide management level coverage at multiple Economic Assistance locations.
  • Analyze workflows and phone data to maximize call efficiencies.
  • Research, analyze, and evaluate Economic Assistance programs and data.
  • Prepare reports, outreach, and training for various programs.
  • Ensure staff provide excellent customer service.
  • Supervise staff responsible for providing general information and routing calls.
  • Consult with managers and leadership to ensure smooth operations.
  • Perform disaster work and take on additional responsibilities during emergencies.
  • Support operations of multiple administrative units in the Family, Youth, and Children Division.
  • Supervise Office Support Supervisors and other staff.
  • Interpret regulatory requirements and incorporate program process improvements.
  • Oversee policy team and write program and administrative policies.
  • Manage internal service contracts and budgets.
  • Coordinate site facilities, space planning, and safety operations.
  • Conduct process mapping activities to improve services.
  • Manage the Custodian of Records and ensure safe handling of confidential documents.

Requirements

  • Graduation from a college or university with a degree in social work, psychology, sociology, public health, or a related area.
  • Two years of experience in program planning, staff development, or analysis of human services programs.
  • Considerable knowledge of Economic Assistance programs and safety-net services.
  • Knowledge of the child welfare system and related programs.
  • Experience in contract management and budget monitoring.
  • Experience recruiting, interviewing, and hiring staff.
  • Experience facilitating meetings with staff and community partners.
  • Training in change management, project management, or Results Based Accountability (RBA).
  • Experience conducting research and analysis using critical thinking skills.
  • Excellent written and verbal communication skills.
  • Ability to work independently and collaboratively as part of a team.
  • Advanced Microsoft Office skills.

Nice-to-haves

  • Experience with CalFresh and Medi-Cal programs.
  • Knowledge of the CWS/CMS case management system.
  • Experience with the CalSAWS case management system.
  • Strong interpersonal skills and ability to act as a subject matter expert.
