About the position

As the Federal Reporting Budget Analyst Supervisor at the Ohio Department of Medicaid (ODM), you will play a crucial role in overseeing the Federal Reporting Senior Budget Analysts. Your primary responsibilities will include the development and implementation of cost allocation plans specifically for service-related Medicaid costs. You will be tasked with reviewing cost pool distributions to ensure that appropriate methodologies are applied and that calculations are accurate. Additionally, you will monitor cost distribution data that is essential for determining cost pool funding, which is vital for the operating budget. In this position, you will also be responsible for reviewing ODM policy and any federal and state legislative changes to assess their financial impact. A significant part of your role will involve overseeing the preparation and submission of the CMS 64/21 report, which is critical for federal funding. The ideal candidate for this position will be detail-oriented and possess a strong ability to utilize various analytical techniques to solve complex problems. Responsibilities

  • Supervise Federal Reporting Senior Budget Analysts.
  • Oversee the development and implementation of cost allocation plans for service-related Medicaid costs.
  • Review cost pool distributions to ensure appropriate methodologies are used and calculations are accurate.
  • Monitor cost distribution data used to determine cost pool funding for the operating budget.
  • Review ODM policy and federal and state legislative changes to determine financial impact.
  • Oversee the preparation and submission of the CMS 64/21 report.

Requirements

  • Completion of undergraduate core coursework in public finance, public administration, or business administration.
  • 36 months of experience in fiscal management & control involving statistical/quantitative analysis.
  • Or completion of graduate core coursework in public finance, public administration, or business administration with 24 months of experience in fiscal management & control.
  • Or 12 months of experience as a Senior Budget Analyst.
  • Proven skills in accounting and finance.

Nice-to-haves

  • Experience with regression analysis and forecasting cost benefits analysis.
