About the position

The Sourcing Planner position within the Ohio Department of Commerce is a critical role that involves comprehensive research, evaluation, and planning of contracts and purchases. The successful candidate will be responsible for analyzing purchasing history and future needs to develop a strategic procurement plan that aligns with the agency's goals. This role requires the creation and improvement of specifications and scopes of work, ensuring that all contracts meet the necessary standards and requirements. Additionally, the Sourcing Planner will track the contract management module and collaborate with the legal team to develop new contracts, ensuring compliance and effective management of existing agreements. A key aspect of this position is reviewing contractor performance and identifying renewal opportunities, which is essential for maintaining high standards in procurement processes. The position operates under a hybrid work schedule, allowing for a combination of teleworking and in-person office hours. Employees must be prepared to report to the office as needed, particularly for initial training and management requests. This flexibility is designed to support work-life balance while ensuring that the team remains effective and responsive to the needs of the agency and the residents of Ohio.

Responsibilities

  • Research, evaluate, and plan a comprehensive portfolio of contracts and purchases.
  • Consider purchasing history, future needs, and strategic direction to develop a procurement plan.
  • Create and improve specifications and scopes of work.
  • Track contract management module and work with legal to develop new contracts.
  • Review contractor performance and track renewal opportunities.

Requirements

  • 42 months of experience or training in purchasing/procurement/sourcing, including spend analysis, developing sourcing strategy, and evaluating vendor performance.
  • Completion of undergraduate core in public or business administration, purchasing, materials management, contracting, acquisition management, logistics, supply chain management, operations management, or other sourcing-related field; 18 months of experience or training in purchasing/procurement/sourcing.
  • Completion of graduate core in public or business administration, purchasing, materials management, contracting, acquisition management, logistics, supply chain management, operations management, or other sourcing-related field; 6 months of experience or training in purchasing/procurement/sourcing.
  • 24 months of experience as a Sourcing Analyst or 12 months of experience as a Senior Sourcing Analyst.
