About the position

Serco is seeking Hydraulic Engineering Site Inspectors to support FEMA's Public Assistance recovery initiatives in Zone 2 across the Midwest. The role involves providing technical support to various governmental and non-profit entities in the aftermath of disasters, ensuring compliance with engineering standards and codes. Inspectors will be deployed as needed and must be prepared for travel within the designated zone.

Responsibilities

  • Review and analyze professional architectural/engineering reports and designs or as-built plans.
  • Thoroughly document analysis in writing.
  • Develop scopes of work, including related code and standard requirements.
  • Validate applicant-provided scopes of work to include related code and standard requirements.
  • Develop and review cost estimates.
  • Advise FEMA staff on the technical validity of claims presented under FEMA's arbitration process and testify as an expert witness if required.

Requirements

  • A Bachelor's Degree with 10 years of experience in a related field and professional registration (PE); OR Bachelor's Degree with 15 years of experience in a related field.
  • 1-2 years of experience in site inspections of Large Commercial Construction infrastructures.
  • 1-2 years of experience in site inspections in eligible types of work such as restoration of roads, bridges, water control facilities, buildings, utilities, and debris removal.
  • Ability to obtain and maintain a FEMA Public Trust.
  • United States Citizenship.
  • Ability to maintain FEMA specific trainings.
  • Proficiency in Microsoft Office.
  • Willingness to deploy to any location in Zone 2 with a 24-48 hour notice after Task Order Award.
  • Ability to go on 6-12 month deployments at a minimum.
  • Comfortable using a Smart Phone.
  • Ability to work independently and in a team under stressful conditions with tight deadlines.

Nice-to-haves

  • 5 years minimum of prior FEMA Public Assistance (PA) experience.
  • Experience managing Site Inspectors.
  • PE - Professional Engineer certification.
  • Knowledge of the FEMA Public Assistance Program/Policy.
  • Trained in the new Public Assistance delivery model is preferred.
  • Active FEMA badge.
