About the position

The IC Facilities-Energy & Environmental Program Manager is responsible for overseeing the management of facilities issues related to energy and environmental compliance within the Intelligence Community (IC). This role involves developing and enforcing facility policies, managing budgets for capital construction and maintenance, and serving as a principal advisor on energy and environmental program requirements. The position requires collaboration with various stakeholders to ensure compliance with federal regulations and to promote operational improvements across the IC.

Responsibilities

  • Provide oversight in monitoring, identifying, and resolving day-to-day IC facilities issues related to energy and environmental compliance.
  • Develop, interpret, and enforce ODNI facility policies and building operation guidelines.
  • Manage the preparation of reports and information required by ODNI, OMB, Congress, and other government agencies.
  • Oversee the development of financial forecasts and annual facility capital construction and minor maintenance/repair budget assessments.
  • Serve as principal advisor for IC energy and environmental program requirements and priorities.
  • Manage and monitor the development of recommendations on facility operational improvements.
  • Lead groups of IC peers through working groups and communities of practice to promote efficiencies.

Requirements

  • Demonstrated ability to manage complex engineering/construction facilities programs with experience in architecture studies and building operations.
  • Extensive ability to read and interpret blueprints, schematics, construction specifications, and other facilities documents.
  • Knowledge of American with Disabilities Act standards, Occupational Safety Health Administration, and Environmental Protection Agency regulations.
  • Extensive knowledge of space management, programming, building design, construction, and maintenance.
  • Demonstrated ability to develop financial forecasts and conduct analysis related to facility projects.
  • Extensive communication, interpersonal, networking, and analytical skills.

Nice-to-haves

  • Five years minimum work directly related to environmental engineering, health, science or management.
