About the position

As an ICS Program Manager for the Department of Defense, you will serve as a technical expert and primary point of contact between NAVFAC and supported Commanders. Your role is crucial in ensuring consistent project quality, operational support, and timely maintenance of Industrial Control Systems (ICS). You will be responsible for addressing both general and specific issues related to the planning, operation, and maintenance of these systems, ensuring that all technical aspects are managed effectively. In this position, you will assist in determining the technical training needs for ICS personnel and contribute to the development of Base Operating Support (BOS) contract performance work statements. Your expertise will be essential in establishing source selection criteria for the operation and maintenance of ICS, ensuring that all projects meet the required standards and specifications. Your role will also involve monitoring and controlling facility-related control systems or industrial systems, utilizing your knowledge of Facilities or Utilities Engineering. You will be expected to resolve complex problems using innovative methods and communicate technical knowledge effectively, both orally and in writing. Evaluating project requirements to identify potential challenges and developing effective solutions will be a key part of your responsibilities, ensuring that all projects are completed successfully and efficiently.

Responsibilities

  • Serve as the technical expert and primary point of contact between NAVFAC and supported Commanders.
  • Ensure consistent project quality, operational support, and timely maintenance of ICS systems.
  • Address general and specific issues related to the planning, operation, and maintenance of ICS systems.
  • Assist in determining ICS technical training needs.
  • Contribute to the development of Base Operating Support (BOS) contract performance work statements.
  • Establish source selection criteria for the operation and maintenance of ICS.
  • Utilize concepts, principles, and practices of Facilities or Utilities Engineering to monitor and control facility-related control systems or industrial systems.
  • Assist in designing facility-related control systems or Industrial Control Systems, including load calculations and equipment selection.
  • Resolve complex problems using innovative methods.
  • Communicate technical knowledge effectively in various formats.
  • Evaluate project requirements to detect potential challenges and develop effective solutions.

Requirements

  • Must be a US Citizen.
  • Must be determined suitable for federal employment.
  • Must participate in the direct deposit pay program.
  • Must successfully pass the E-Verify employment verification check.
  • Current federal employees must meet time-in-grade requirements.
  • Retired military members must adhere to specific appointment provisions.
  • Males born after 12-31-59 must be registered for Selective Service.
  • Must obtain and maintain an interim and/or final security clearance prior to entrance on duty.
  • Must complete ethics orientation within three months of appointment.
