About the position

The Independent Assessment Program (IAP) Sr. Manager will have responsibility for the successful development, planning, execution, and reporting of programs and initiatives for assigned areas(s). The selected candidate will schedule and direct independent assessments that evaluate low and high-risk nuclear and non-nuclear operations, to assure compliance to standards and requirements - and ensure the effectiveness of hazard analyses, consequence assessment, safety and environmental management systems, human performance, equipment condition, etc. The successful candidate will interface with senior management, functional requirements owners, Y-12 Field Office (YFO), DNFSB and other stakeholders for establishing organizational objectives, assigning/prioritizing assessments, resolving conflicts, and communicating organizational results.

Responsibilities

  • Design and implement high-quality IAP processes - in compliance with regulatory requirements and site level procedures, policies, and schedules.
  • Build a high-performing team, with diverse skill-sets, to effectively perform cross-functional assessments of high hazard operations.
  • Develop and maintain qualification, certification, and training programs for assigned staff.
  • Work closely with cross-functional teams, stakeholders, and leadership to ensure Independent Assessments are appropriately scheduled/scoped, completed on time, within budget, and performed to the highest quality standards.
  • Design/monitor key performance indicators/metrics, and report results to senior management, YFO, and other stakeholders.
  • Conduct regular program reviews with senior management and YFO.
  • Drive continuous improvement within area(s) of assigned responsibility.
  • Ensure program integration/alignment with customers and complementary functions, as appropriate.
  • Collaborate effectively with staff, peers, stakeholders, YFO, DNFSB and leaders across CNS - for area of responsibility.
  • Design, schedule and execute highly complex assessments and projects that require considerable independent judgment and initiative.

Requirements

  • Bachelor's degree: Minimum 10 years of relevant experience.
  • OR Eighteen or more years of education and/or relevant experience may be considered to satisfy educational and years-of-experience requirements for this posting.
  • Minimum 5 years of supervisory/management experience.
  • Proven leadership and management skills/ability.
  • History of delivering high-quality work products in a highly regulated environment.
  • High standards, excellent observation skills, superior written and oral communication skills.
  • Superior interpersonal skills to resolve conflict, negotiate, conduct interviews, and deliver presentations.

Nice-to-haves

  • Quality Assurance, ES&H, Operations, Engineering and/or Enterprise Risk Management Experience.
  • Department of Energy experience and knowledge of 10 CFR 830 and DOE Order 414.1D.
