About the position

ANSER is seeking Senior Technical Analysts to support the Industrial Base Analysis and Sustainment (IBAS) program within the Office of the Assistant Secretary of Defense for Industrial Base Policy (IBP). The IBAS program is dedicated to ensuring that the Department of Defense is positioned to effectively address industrial base issues and support the National Security Innovation Base. The analyst will be part of a high-powered team that researches and analyzes strengths, weaknesses, threats, and opportunities within the global defense industrial base. This role involves recommending relevant prototyping efforts, crafting acquisition documents, evaluating proposed efforts, monitoring program execution, conducting outreach efforts, and performing site visits and strategic communications operations as required. The analyst must have a firm understanding of all phases of the Department of Defense's planning, programming, budgeting, and execution (PPBE) process. This position is to work onsite at the Mark Center in Alexandria, VA and/or remotely. The successful candidate will contribute to the mission of enhancing national and homeland security by providing independent analysis and practical solutions to complex issues.

Responsibilities

  • Research and analyze strengths, weaknesses, threats, and opportunities within the global defense industrial base.
  • Recommend relevant prototyping efforts and craft acquisition documents.
  • Evaluate proposed efforts and monitor program execution.
  • Conduct outreach efforts and site visits as required.
  • Engage in strategic communications operations.

Requirements

  • Must have a minimum of a SECRET clearance.
  • Master's degree in a relevant discipline.
  • 10+ years of relevant experience.
  • Understanding of/experience in digital manufacturing, automation, Industry 4.0, metals manufacturing, operational equipment effectiveness, and in situ metrology.
  • 6+ years of relevant work experience in manufacturing, science or technology analysis on a U.S. military Major Command Staff level or higher or in a large industrial corporation.
  • Demonstrated knowledge of the DoD acquisition process and PPBE.
  • Understanding of federal acquisition management.
  • Intellectual flexibility, stability, and strong oral and written communications capabilities.
  • Ability to work well in a team setting and provide guidance to junior/mid-level engineers and technical analysts.
  • Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint).

Nice-to-haves

  • Demonstrated knowledge of systems engineering concepts and methods.
  • Lean Six Sigma certification.
  • Project Management Professional (PMP) or equivalent.
