About the position

Noblis MSD is seeking a dedicated Industrial Control System Test Engineer to support the Naval Sea Systems Command (NAVSEA) and the Naval Surface Warfare Center (NSWCPD). The primary mission of this role is to enable research, development, testing, evaluation, acquisition, engineering, systems integration, and fleet engineering with a strong emphasis on cybersecurity, comprehensive logistics, and life-cycle savings. The Test Engineer will play a crucial role in providing installation and testing support, developing simulation equipment, and conducting system setups and tests in both laboratory environments and aboard US Navy ships. In this position, the engineer will be responsible for performing both software and hardware testing while developing and adhering to detailed test procedures. The role requires the use of various test equipment, including oscilloscopes, multi-meters, electronic bridges, and loop calibrators, as well as hand tools such as drills and screwdrivers within an electronics lab environment. The engineer will also be tasked with developing and improving internal procedures, templates, standards, and documentation to ensure clarity and ease of use. The Test Engineer will assess and implement industry-standard test methods, as well as custom test methods tailored for industrial automation systems and machinery control systems, particularly those based on Programmable Logic Controllers (PLC). The role involves developing and executing software tests that focus on integration, system performance, and usability testing. Effective communication with software developers is essential to understand software requirements and to develop appropriate tests. Additionally, the engineer will document any bugs discovered during testing and provide recommendations for product improvements. Identifying opportunities for automation to enhance operational efficiency and test coverage is also a key responsibility. While there is an opportunity for hybrid work, candidates must be within commuting distance to the Philadelphia Navy Yard.

Responsibilities

  • Provide installation and testing support for US Navy systems.

Requirements

  • Bachelor of Science Degree in Electrical or Computer Engineering or equivalent work experience.
  • 1-3 years of experience in electrical or computer engineering.
  • Knowledge of fundamental concepts, practices, and procedures of industrial control systems.
  • Proficiency in reading electrical diagrams.
  • Proficiency in using test and diagnostic tools for troubleshooting industrial control systems.
  • Ability to perform testing in accordance with documented test procedures.
  • Ability to perform simulation testing of low voltage signals such as 4-20 ma and 0-10 VDC.
  • Familiarity with low voltage test equipment such as a FLUKE meter and signal simulator.
