Noblis MSD's mission is to support the Naval Sea Systems Command (NAVSEA) and the Naval Surface Warfare Center Philadelphia Division (NSWCPD) in their efforts to enable research, development, test and evaluation, acquisition, engineering, systems integration, in-service and fleet engineering with a focus on cybersecurity, comprehensive logistics, and life-cycle savings. We are currently seeking an Industrial Controls Systems Engineer who will play a crucial role in developing, designing, and managing the life cycle of complex machinery control system modernization efforts applied to US Navy and US Coast Guard Ships. The ideal candidate will possess a strong background in Manufacturing Industrial Controls experience and will be responsible for a variety of tasks that ensure the effective operation of control systems in naval applications. The Industrial Controls Systems Engineer will perform design, development, modeling/simulation, and integration for Naval shipboard control systems applications in a lab environment. This role requires analyzing, proposing, and designing solutions to problems related to operational controls software. The engineer will also develop equipment integration designs for networking, SCADA (Supervisory Control and Data Acquisition Systems), simulators/stimulators, and other test tools/systems. A significant aspect of this position involves implementing cybersecurity best practices and hardening for industrial control systems, ensuring that all systems are secure and compliant with industry standards. In addition, the engineer will create Programmable Logic Controller (PLC) designs, programs, and control algorithm developments. Proficiency in software development using languages such as Java, C#, C++, Python, and Visual Basic is essential, as the engineer will develop controls algorithms, communication interface algorithms, and Graphical User Interfaces (GUIs). The role also includes developing PLC program control projects and algorithms using Rockwell Studio 5000 and Siemens SIMATIC Step 7 / TIA Portal, as well as designing industrial control systems with specific applications using Rockwell ControlLogix family of devices and Siemens SIMATIC S7-1500 PLCs. The engineer will be responsible for developing PLC programs using Relay Ladder Logic, Structured Text, and Structured Control Language (SCL) while adhering to object-oriented best practices. Furthermore, the role involves providing engineering support for the development and maintenance of hardware and software documentation and requirements, as well as developing and deploying industrial application/system user interfaces, database interfaces, device interfaces, and related analytics. The engineer will also create and read logic and flow diagrams for program design and commission industrial fieldbus networks, including EthernetIP, Profibus, Profinet, and serial communication protocols such as RS422/Modbus. Supporting shipboard implementation of industrial control systems for machinery controls and validation efforts is also a key responsibility. This position is a long-term multi-year contract with future potential for a hybrid work environment, allowing for a blend of on-site and remote work.
