About the position

Noblis MSD is seeking an Industrial Controls Systems Engineer to support the Naval Sea Systems Command (NAVSEA) and the Naval Surface Warfare Center Philadelphia Division (NSWCPD). The mission involves enabling research, development, test and evaluation, acquisition, engineering, systems integration, in-service and fleet engineering with a focus on cybersecurity, comprehensive logistics, and life-cycle savings. The selected candidate will be responsible for developing, designing, and managing the life cycle of complex machinery control system modernization efforts applied to US Navy and US Coast Guard Ships. This role requires a strong background in Manufacturing Industrial Controls experience. The Industrial Controls Systems Engineer will perform design, development, modeling/simulation, and integration for Naval shipboard control systems applications in a lab environment. Responsibilities include analyzing, proposing, and designing solutions to problems for operational controls software, developing equipment integration designs for networking, SCADA systems, simulators, and other test tools. The engineer will implement cybersecurity best practices and hardening for industrial control systems, create Programmable Logic Controller (PLC) designs, programs, and control algorithm developments, and develop software using languages such as Java, C#, C++, Python, and Visual Basic. Additionally, the engineer will develop PLC program control projects and algorithms using Rockwell Studio 5000 and Siemens SIMATIC Step 7 / TIA Portal, design industrial control systems with specific applications using Rockwell ControlLogix and Siemens SIMATIC S7-1500 PLCs, and develop PLC programs using Relay Ladder Logic, Structured Text, and Structured Control Language (SCL). The role also involves providing engineering for the development and maintenance of hardware and software documentation, developing and deploying industrial application/system user interfaces, and creating diagrammatic representations of network topology designs and data flow using tools like Microsoft Visio. The engineer will support shipboard implementation of industrial control systems and perform I/O checks for machinery control systems applications. This position is a long-term multi-year contract with potential for a hybrid work environment.

Responsibilities

  • Perform design, development, modeling/simulation, and integration for Naval shipboard control systems applications in a lab environment.
  • Analyze, propose, and design solutions to problems for operational controls software.
  • Develop equipment integration designs for networking, SCADA systems, simulators, and other test tools/systems.
  • Implement cybersecurity best practices and hardening for industrial control systems.
  • Create Programmable Logic Controller (PLC) designs, programs, and control algorithm developments.
  • Develop software using Java, C#, C++, Python, and Visual Basic.

  • Provide engineering for the development and maintenance of hardware and software documentation and requirements.
  • Develop and deploy industrial application/system user interfaces, database interfaces, device interfaces, and related analytics.
  • Create and read logic and flow diagrams for program design and commission of industrial fieldbus networks.
  • Support shipboard implementation of industrial control systems with specific applications for machinery controls and validation efforts.
  • Design and review electrical schematics and update electrical schematics for as-built changes.
  • Perform I/O Check for shipboard Machinery Control systems applications.
  • Develop controls technical documentation including control narratives, IO lists, panel drawings, cable schedules, network architecture diagrams, and HMI programs and screens.

Requirements

  • Bachelor of Science Degree in Electrical or Computer Engineering and 3-5 years of experience in electrical or computer engineering is required.
  • Expertise with programming languages: Visual Basic, Relay Ladder Logic, Structured Text, Structured Control Language (SCL).
  • Expertise and demonstrated experience with industrial communications protocols such as EthernetIP, Profibus, Profinet, and Serial communication protocols.
  • Travel 20% of time.
  • Expert knowledge of Microsoft Access.
  • Knowledge of fundamental concepts, practices and procedures with industrial control systems.
  • Knowledge of best Practices with respect to cybersecurity of Industrial Control Systems.
  • DOD Secret or the ability to obtain a DOD secret security clearance.
